Standing member of the Secretariat Truong Thi Mai has just signed and issued Regulation 124 on the annual review, assessment and classification of quality for collectives and individuals in the political system on behalf of the Politburo.
Compared to the old regulation, Regulation 124 has added many notable new contents. In particular, Regulation 124 adds requirements such as "promoting the spirit of self-criticism and criticism, self-reflection, self-correction, seeing strengths to promote, limitations and shortcomings to overcome; proactively detecting and preventing signs of degradation, "self-evolution", "self-transformation", corruption, waste, negativity, contributing to improving the leadership capacity and fighting strength of party organizations, cadres, party members, building a clean and strong party".

Regulation 124 clearly states the review of self-criticism and criticism of collective leadership, management and individuals.
One of the new contents that the Party committee, Party organization, leadership and management collective must review is "the work of building and rectifying the Party and the political system; the capacity and responsibility of the leadership and management collective; the responsibility to set an example; the responsibility to explain; the work of fighting against corruption, negativity, waste and preventing and repelling signs of degradation in political ideology, ethics, lifestyle, "self-evolution", "self-transformation" within the Party associated with studying and following Ho Chi Minh's ideology, ethics and style".
The work of inspection, supervision, Party discipline and handling of complaints, denunciations, recommendations and reflections from organizations and individuals is also a new requirement for Party committees, Party organizations, and collective leadership and management when reviewing.
For individual party members, it is necessary to review the contents related to political qualities, ethics, lifestyle; spirit of solidarity and unity within the organization; sense of organization and discipline, responsibility to set an example, implementation of things that party members are not allowed to do; working style and manners...
Cadres holding leadership and management positions, in addition to the general review content, must also review many other contents. For example, the ability to gather and unite internally; responsibility in work; dynamism, innovation, creativity, daring to think, daring to do, daring to take responsibility; handling difficult, complex, sensitive issues in performing tasks.
Responsibility to set an example for oneself and one's family; the fight against corruption, waste, and negativity are also new review contents for individuals holding leadership and management positions.
The new regulations of the Politburo also clearly state that Party committees, Party organizations, leadership and management collectives, heads, and individuals must review and clarify responsibilities when there are signs of violations; when pressing, complicated issues that concern public opinion arise; when there are petitions, complaints, and denunciations; when there are signs of internal disunity.
In addition, it is necessary to review and clarify responsibilities when there are violations of Party principles and regulations; manifestations of "group interests", corruption, negativity, waste, degradation, "self-evolution", "self-transformation"; collectives and individuals under management are disciplined or prosecuted; stagnation, weakness, failure to fulfill assigned duties and tasks.
Regulation 124 maintains the 4 levels of evaluation: Excellent task completion, good task completion, task completion and task failure, but must be accompanied by classification criteria and evaluation must be "by specific products".
In which, the collective without any affiliated organization or member of the leadership and management collective being disciplined can achieve "excellent completion of tasks".
As for individuals, to "excellently complete the task", they must complete 100% of the targets and tasks according to the set plan or assigned work on schedule, ensuring quality and efficiency; at least 50% of the targets and tasks must be completed beyond the set standards.
For leaders and managers, in addition to the general standards, 100% of agencies and units under direct leadership and management are classified as having completed their tasks or better (of which at least 70% of units are classified as having completed their tasks well or better), to be classified as having "completed their tasks excellently".
Regulation 124 also clearly states that the competent authority shall consider and decide that the number of collectives and individuals classified as "excellently completing tasks" shall not exceed 20% of the number classified as "goodly completing tasks" for each group of subjects with similar positions, roles, functions and tasks.
Regulation 124 has 19 articles replacing Regulation 132 of 2018 of the Politburo.
