National Assembly requests study on upgrading two-lane highway

The National Assembly requested research to upgrade two-lane or four-lane highways without emergency lanes into expressways that meet standards and transportation needs.

The resolution on questioning activities at the 5th session, which was just passed by the National Assembly on the afternoon of June 24, requires the Government and ministries to complete the service roads, residential roads, and rest stops on the expressway that has been put into operation, deploy intelligent traffic systems, and solutions to protect traffic infrastructure.

Regulations on toll collection for highways invested with state budget also need to be quickly developed and promulgated.

Earlier this year, when inspecting the Tuyen Quang - Phu Tho expressway project, the Prime Minister stated that he would not build a two-lane expressway. All expressways must have a long-term vision, meeting the minimum standards of 4 car lanes, an emergency lane, and a design speed of 80-100 km/h. The Prime Minister then directed the Ministry of Planning and Investment to review the capital allocation for the expressway project to ensure a minimum of 4 car lanes, with an emergency lane.

According to statistics from the Ministry of Transport, there are currently 11 expressway projects nationwide implementing phase one with a scale of two lanes with a total investment of more than 64,560 billion VND. The Ministry estimates that to expand the investment scale of 11 expressway projects from two to four lanes, an additional 59,760 billion VND will be needed.

Also in the Resolution on questioning at the 5th session, the National Assembly requested to reform administrative procedures, shorten the time to handle investment procedures; speed up the construction progress of transport infrastructure investment projects, especially important national projects, key projects of the transport sector, ensuring quality and efficiency.

In 2023, ministries and branches need to propose specific and feasible solutions to completely resolve difficulties and shortcomings in a number of BOT projects. By 2025, the country will strive to have about 3,000 km of expressways and basically open the North-South expressway in the East; submit to the National Assembly for decision on the investment policy for the North-South high-speed railway project.

Regarding vehicle inspection and driver's licenses, the National Assembly requires strict handling of individuals and organizations that violate the law and quickly return vehicle inspection activities to normal. The state management function and the provision of public services in the vehicle inspection field will be separated in 2023, while promoting socialization in service provision.

The National Assembly assigned the Government, the Prime Minister and ministries to promptly complete regulations, improve the quality of training, testing, granting, revoking and managing driving licenses, research post-training management solutions for drivers in the transport business; strictly handle corruption and negative acts in training, testing and granting driving licenses; and end the situation of granting driving licenses to drug addicts and people who lack capacity for behavior and health.
