On the afternoon of May 23, continuing the 7th Session Program, the National Assembly discussed in the hall the results of supervising the settlement of voters' petitions sent to the 6th Session, 15th National Assembly under the chairmanship of Comrade Tran Thanh Man - Politburo member, Chairman of the National Assembly.
Senior Lieutenant General Tran Quang Phuong - Member of the Party Central Committee, Vice Chairman of the National Assembly chaired the meeting.
Previously, on the morning of May 20, the National Assembly listened to Report No. 832, consisting of 37 pages, 11 appendices, and 373 issues. The report stated that a total of 2,216 petitions from voters had been received, and 2,210/2,216 petitions had been resolved and responded to, reaching 99.7%. This is a high rate of resolution and response to voters, demonstrating the proactiveness of competent authorities.
At the same time, the report also presents the results of each agency and organization, evaluates the results achieved as well as the shortcomings and limitations in synthesizing and resolving voters' petitions; makes specific recommendations to the Government and central ministries and branches, in order to continue resolving voters' petitions, ensuring the legitimate rights of the people, as well as improving the effectiveness of state management activities.
The discussion session in the hall had 18 delegates speaking, the discussion atmosphere was lively, democratic, objective and showed the high concern and responsibility of the National Assembly deputies for the opinions and recommendations of voters. During the discussion, 9 Ministers and Heads of sectors participated in clarifying a number of issues of concern to the delegates.
In his concluding remarks, Vice Chairman of the National Assembly Tran Quang Phuong acknowledged and highly appreciated the responsibility and efforts of the People's Petition Committee under the National Assembly Standing Committee in compiling an elaborate report with specific and clear contents and data and making appropriate proposals and recommendations to overcome the shortcomings and limitations mentioned in the report.
The National Assembly also highly appreciated the results of the Government and a number of ministries and branches in responding to voters' petitions. Through the sessions, the response to voters' petitions has gradually become routine, and the Government and ministries and branches have paid attention to improving the quality of responses and resolutions, gradually meeting voters' aspirations. The National Assembly thanked the Ministers, Heads of sectors and the Head of the Petition Committee for their statements of acceptance and explanation.
Regarding the 6 unanswered petitions at the 7th session, Vice Chairman of the National Assembly Tran Quang Phuong requested the People's Petition Committee to urge competent authorities to promptly respond and resolve them.
In addition, there are 704 recommendations from previous sessions that have not been completely resolved or have been delayed in resolution. Many recommendations have not yet ensured the resolution roadmap set forth by the governing body. Responses have stopped at providing information, citing documents, and explaining policies, not going directly to the issues voters have proposed.
Therefore, the Vice Chairman of the National Assembly requested the Government, ministries and branches to review and have drastic solutions to complete the resolution as soon as possible; at the same time, it is necessary to ensure the quality of resolving voters' petitions, especially determining the work and roadmap for resolving 43 petitions that do not have a roadmap for resolution.
The specific contents have been accepted by the Ministers, Heads of sectors, and Heads of the Petition Committee. It is requested that the ministries and sectors have written documents to accept and report to the Government to forward to the Petition Committee and the Secretary General of the National Assembly to include in the resolution of the session.
Vice Chairman of the National Assembly Tran Quang Phuong also suggested that it is necessary to clearly answer the issues that have been initially answered, the issues that have been completely resolved and answered, and the issues that are being resolved, with a roadmap for resolution and a deadline for response. The Standing Committee will receive and prepare a draft resolution, and report to the National Assembly. The opinions of the National Assembly deputies have also been fully recorded. The Secretary General of the National Assembly will have a report sent to the National Assembly deputies on this content and include it in the resolution of the 7th Session. It is requested that the Government, ministries and branches seriously receive the opinions of the National Assembly deputies; promptly respond and direct the consideration and resolution.
