Improve the satisfaction index of organizations and individuals

According to the People's Committee of Thanh Xuan district, the results of implementing administrative reform tasks in the first 6 months of 2024 of Thanh Xuan district have created changes in awareness and actions in the process of performing public duties of the team of cadres, civil servants and public employees, contributing to improving management skills, awareness and responsibility to serve the people.

Accordingly, the District People's Committee has directed and comprehensively implemented the tasks and administrative reform programs of the City People's Committee; the plan to implement the plans and work programs of the District Party Committee and the District People's Committee in 2024. Departments, offices, units, and People's Committees of wards have developed implementation plans, concretizing the administrative reform tasks of the district, clearly defining the goals, targets, completion progress, assigning specific responsibilities; determining the responsibility of the head in administrative reform work and administrative discipline.

Inspection, examination and supervision work is regularly carried out by the District People's Committee, focusing on pressing issues of the People, organizations and enterprises; focusing on handling post-inspection issues, increasing unannounced surprise inspections (25 agencies, units, and 11 ward People's Committees have been suddenly inspected) .

In general, through inspection, cadres, civil servants, public employees, and workers in the district strictly comply with working hours and labor discipline; agencies and organizations assign tasks to workers clearly; posting and handling administrative procedures are within the prescribed time, there is no phenomenon of cadres, civil servants, public employees, and workers leaving their offices to go on holidays or Tet during working hours, which is recognized and highly appreciated by the people.

Administrative procedure reform continues to receive attention and direction, focusing on reviewing and simplifying procedures, creating all conditions for the legal environment for enterprises, organizations and individuals to participate in investment and business in the district; improving the satisfaction index of organizations and individuals with the services of district administrative agencies.

100% of administrative procedures are received and resolved according to the one-stop, one-stop mechanism.

According to the People's Committee of Thanh Xuan District, the quality of operations of the Department of Receiving and Returning Results of Administrative Procedures in the district and 11 wards has been improved; the staff at the One-Stop Department has been promptly reorganized when there are changes; 100% of units have seriously implemented the public disclosure of the set of administrative procedures under their jurisdiction according to the city's regulations; publicized the process, components of the dossier, payment time, fees and charges (if any), the name of the civil servant receiving and returning the results of administrative procedures, hotline phone number, and suggestion box.

From January 1, 2024 to June 30, 2024, the total number of records and results of handling specific administrative procedures: total number of records received during the period: 24,384 records; total number of records transferred from the previous period: 108 records; number of records resolved before the deadline: 8,243 records; number of records resolved on time: 16,100 records; number of records being processed: 149 records. The entire district has processed 8,219 online public service records . 100% of administrative procedures are received and processed under the one-stop, one-stop mechanism.

The reception and settlement of administrative procedures are closely monitored and controlled, thus minimizing harassment and delays. When there is a delay in the processing of documents, the units are required to apologize to citizens and promptly and promptly resolve the issue to return on time according to regulations.

In addition, the District People's Committee has strengthened its direction to improve the attitude and ethics of civil servants working at the District and Ward One-Stop Departments, promoting the professionalism and service of civil servants to the people and organizations, on the basis of taking people's satisfaction as one of the bases to evaluate the level of task completion of civil servants.

Along with that, the implementation of the Project on the model of the Department of receiving and returning results of handling modern administrative procedures in the district and 11 wards according to Decision No. 4379/QD-UBND dated November 10, 2022 of the City People's Committee, has built a common and synchronous standard for the District and Ward One-Stop Department to meet modern requirements with a synchronous brand identity such as: signs, nameplates of officers and civil servants receiving at the One-Stop Department, on the list of administrative procedures, printing logos on automatic numbering machines; investing in modern equipment including computers, printers, scanners, search machines, surveillance camera systems...
