Accordingly, the Provincial People's Council agreed to allocate public funding from the district budget to implement this content, with an allocation level of no more than 1 billion VND/block (the capital allocation decision is based on the actual estimated budget that has been appraised, approved and the support level applied as for the implementation of the new rural model village). Implementation in 2024 and 2025.

In the submission, the People's Committee of Phu Ninh district said that in order to ensure resources to carry out the tasks of developing Phu Thinh town in general and the blocks in the town in particular, the People's Committee of Phu Ninh district has issued a set of criteria for building new urban blocks as a basis for allocating and integrating resources for block development.

In addition to the investment budget approved by the District People's Council and the Standing Committee of the District People's Council unifying the investment list, some tasks using public resources need to seek the consensus of the District People's Council to have a basis for arranging funding sources for implementation. This includes supporting the relocation of gate fences and barns to serve the investment in upgrading and expanding traffic routes in the town.

Agreeing with the submission of the People's Committee of Phu Ninh district, the inspection of the Economic - Social Committee of the District People's Council said that the current situation of Phu Thinh town is implementing Decision No. 1585 dated July 7, 2023 and Decision No. 3532 dated November 11, 2023 of the District People's Committee on approving the construction plan of "New urban block" Tam Cam, Thanh Duc and implementing construction in the town.

However, the implementation of the new urban criteria has not had a funding support mechanism from the higher-level budget; local budgets are still difficult, while the task of beautifying the urban appearance in the blocks is necessary and urgent.

In 2024, Phu Thinh town mobilized 114 households in the blocks to renovate fences, gates, relocate barns, and expand alleys.
