According to the decision, the Steering Committee is an inter-sectoral coordination organization with the function of assisting the Prime Minister in researching, directing, and coordinating the resolution of important inter-sectoral issues in the implementation of administrative unit arrangement at district and commune levels in the period 2023-2030.

The Steering Committee is tasked with researching and proposing to the Prime Minister directions and solutions to resolve important, inter-sectoral issues regarding the implementation of administrative unit arrangement at district and commune levels in the 2023-2030 period.

Assist the Prime Minister in directing ministries, ministerial-level agencies, government agencies and People's Committees of provinces and centrally run cities in resolving important, inter-sectoral issues on the implementation of administrative unit arrangement at district and commune levels in the 2023-2030 period.

Assist the Prime Minister in urging ministries, branches and localities to carry out the arrangement of administrative units at district and commune levels for the period 2023 - 2030 in accordance with the regulations of the Politburo, the National Assembly Standing Committee and the Government.

Previously, Prime Minister Pham Minh Chinh signed Official Dispatch No. 972/CD-TTg dated October 17, 2023 on focusing on leadership, direction, and organization of the implementation of the arrangement of district- and commune-level administrative units in the 2023-2025 period. In particular, the Prime Minister requested the Ministry of Home Affairs to submit to the Prime Minister the establishment of a Steering Committee for the implementation of the arrangement of district- and commune-level administrative units in the 2023-2030 period before October 25, 2023.
