Vice Chairman of the National Assembly: 'Taking a director to be a department head is very good'

Vice Chairman of the National Assembly Nguyen Khac Dinh said that it is necessary to retain domestic talent but rotate between public and private sectors, bringing corporate culture into state management and vice versa.

On the morning of August 11, the National Assembly Standing Committee reviewed the report of the Thematic Supervision Delegation on "Implementation of policies and laws on development and use of human resources to meet the requirements of socio -economic development, especially high-quality human resources".

'Island' work, rotate to create opportunities for collision

Besides the positive aspects, the report pointed out many issues of concern in the development and use of human resources. The Government , some ministries and most localities have not yet issued comprehensive documents with long-term strategies on human resource development.

There are no complete, comprehensive and unified regulations on "high-quality human resources", making it difficult to identify and formulate policies to attract and nurture talent.

Vietnam is facing a shortage of high-quality human resources, especially leading experts and "chief engineers" for key fields of science and technology. The structure of training professions is not reasonable and has not kept up with practical needs...

Training quality does not meet requirements, it is estimated that 30% of graduates do not work in the field they were trained in...

According to the monitoring delegation, recruitment policies, benefits and working environment, especially in the public sector, are not really attractive enough to attract and retain talented people...

Giving his opinion on the discussion, Vice Chairman of the National Assembly Nguyen Khac Dinh said that in the recent period, thanks to training, human resources have met the requirements of socio-economic development.

However, the coming period is the era of development to build a strong and prosperous Vietnam, but human resources have not yet met the demand, while some industries are in great shortage...

To ensure human resources for the new period of prosperous development, he said that first of all, there must be comprehensive awareness of all sectors and levels and synchronous implementation.

Listing 5 major lessons, Mr. Dinh said that first of all, we must innovate education and training, focusing on improving quality from the high school stage, because if we study well in high school, we will study well in university. Therefore, we need to change from studying for exams to studying for work and making wealth.

"We still have the mindset of studying for exams, wanting high scores is desirable, but studying is to gain knowledge, to become a human being, to work, to make a lot of money," Mr. Dinh said, at the same time suggesting to reduce theory, increase practice, and improve life skills.

He also emphasized the need to arrange the right people, arrange them according to their capacity both in the state apparatus and in enterprises, and arrange them according to their capacity through practical activities.

"Scientists must have projects, create control mechanisms during the working process, so that staff have the opportunity to practice their abilities.

My practical experience is to keep 'changing' jobs and rotating them to create opportunities for collision. Staying in one place for too long will create division, 'no one can replace me', there will be no innovation," Mr. Dinh noted.

Talent from business to civil service is very difficult

Another experience that Mr. Nguyen Khac Dinh mentioned is the need to retain and attract talented people. According to him, in our country, it is very difficult to recruit talented people from businesses to become civil servants.

According to him, in developed countries like Japan and South Korea, ministers are sometimes replaced every 10 months. There are very talented ministers who go to business but then come back. In our country, it is very difficult for talented people from business to become civil servants.

"Taking a director to be a department head is very good, taking a department head to be a director is also very good. We need to retain domestic talent but rotate between public and private departments, bringing corporate culture into state management and vice versa," Mr. Dinh said.

He noted that it is necessary to attract foreign talent to work, improve salary and benefits, build a healthy working environment, and reduce harassment.

In addition, it is necessary to encourage businesses to provide on-site training, especially high-quality businesses. At the same time, there must be innovation to adapt to the constantly changing world situation.

National Assembly Chairman Tran Thanh Man is concerned that many projects and programs for developing high-quality human resources have been issued, but their implementation is still limited and the results are unclear.

He suggested that the Government and ministries review and promptly implement projects and strategies that have been approved but delayed.

Concluding the meeting, Vice Chairwoman of the National Assembly Nguyen Thi Thanh said that the National Assembly Standing Committee basically agreed with the solutions.

After the meeting, the National Assembly Standing Committee assigned the Committee on Culture and Social Affairs to continue coordinating with ministries, including the Ministry of Education and Training, the Ministry of Home Affairs, the Ministry of Finance, the Ministry of Health and relevant ministries to complete the resolution.

At the meeting, 100% of the members of the National Assembly Standing Committee present voted in agreement in principle with the supervision report.
