On the morning of June 10, Comrade Pham Minh Chinh, Politburo member, Prime Minister, Chairman of the National Committee on Digital Transformation chaired a conference to review 1 year of removing "bottlenecks" in implementing Project 06 and promoting connection and data sharing to serve e-commerce development and combat tax losses.
Comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Steering Committee on Digital Transformation, Head of the Working Group of Project 06 of the province attended the conference at Thai Binh bridge.
Also attending were Deputy Prime Ministers Le Minh Khai and Tran Luu Quang; members of the Prime Minister's Working Group on Project 06; and leaders of a number of relevant ministries, branches and units.

According to the report, when implementing Project 06, there were 6 major "bottlenecks" in terms of law, online public services, technology infrastructure, data, security and safety, and implementation resources. The Government issued a directive document outlining 8 general tasks and 15 specific tasks to remove. After 1 year of implementing the document, the awareness and actions of all levels and sectors on digital transformation and Project 06 have basically changed positively. Ministries, sectors, and localities have had specific solutions to implement their tasks. However, the handling of "bottlenecks" has not been completed, many tasks are delayed, and some new contents related to "bottlenecks" have arisen that need to be further removed. At the conference, ministries, branches and localities focused on discussing and clearly defining directions, tasks and key solutions in the short and long term to remove "bottlenecks" in implementing Project 06 and reporting on the results of 1 year of implementing Directive 18 of the Prime Minister and tax management for e-commerce activities. Currently, Vietnam is the country with the fastest e-commerce growth in Southeast Asia, reaching 20.5 billion USD and will reach 30.5 billion USD by 2025. Therefore, there is a need for solutions to facilitate, promote connectivity, and share data to serve e-commerce development and prevent tax losses.

Speaking at the conference, Prime Minister Pham Minh Chinh presented 5 lessons learned in performing tasks; emphasizing the need to thoroughly grasp and closely follow the Party's guidelines and policies, the State's policies and laws, and strictly comply with the leadership and direction of the Government and the Prime Minister to promote the implementation of Project 06 and develop e-commerce. Mobilize the participation of the entire political system, people and business community. Must be more determined, make greater efforts, act more resolutely and effectively, especially the role of the heads of ministries, branches and localities, direct and organize synchronous and flexible implementation, clearly identify priorities, focus and key points. Promote the development and completion of legal corridors, policy mechanisms, pilot new models in implementing Project 06 and developing e-commerce to meet practical requirements and development trends. People and businesses must be the main subjects and centers in implementing Project 06 and developing e-commerce, making it transparent and increasing participation so that people and businesses can enjoy the results of Project 06 and e-commerce. Always maintain discipline, promote decentralization and delegation of power in conjunction with resource allocation, strengthen inspection and supervision, resolutely prevent and combat corruption, negativity, and group interests, promote policy communication, contribute to creating social consensus, and strengthen people's trust.
The Prime Minister requested all levels and sectors to uphold their sense of responsibility, focus on thoroughly handling "bottlenecks" and existing problems; including urgently perfecting institutions to serve the development of population data, connecting and sharing data in particular and national digital transformation in general. The Ministry of Public Security urgently completes the proposal to develop the Law on Personal Data Protection and the Law on Data, promptly submit to the Government for promulgation of a Decree on electronic identification and authentication, coordinate with ministries and sectors to review, study and amend legal documents, promote simplification and restructuring of administrative procedures to improve the quantity and quality of public services provided to the people. Accelerate the progress of implementing the construction of the National Data Center, promote synchronous integration and interconnectivity between national databases to develop digital government and promote commercial transactions in the digital environment. Promote digital transformation in tax management and synchronously implement solutions on electronic invoices, especially in the management of e-commerce activities. Resolutely implement solutions on electronic invoices, especially electronic invoices in direct retail to consumers, review and strictly handle violations of business establishments that do not issue electronic invoices.
The Prime Minister hopes and believes that with determination, intelligence, solidarity, innovation and the participation of the entire political system, the whole country will continue to effectively implement Project 06 in the coming time. At the same time, effectively connect and share data to promote e-commerce in particular and socio-economic development in general, bringing many new successes and victories at the national level and specific, practical benefits for localities, people and businesses.
