Review and declare the end of COVID-19 epidemic
According to Document No. 231/TB-VPCP dated June 19, 2023 announcing the conclusion of the National Steering Committee for COVID-19 Prevention and Control at the 20th Meeting of the Committee with localities, the National Steering Committee for COVID-19 Prevention and Control agrees with the proposal of the Ministry of Health on adjusting COVID-19 from group A to group B; at the same time, assign the Ministry of Health to preside over and coordinate with the Ministry of Justice to consider and declare the end of the epidemic in accordance with the provisions of law.

Adjusting the assignment of tasks of two Deputy Prime Ministers
Prime Minister Pham Minh Chinh signed Decision No. 732/QD-TTg dated June 20, 2023 adjusting the assignment of tasks of Deputy Prime Minister Tran Hong Ha and Deputy Prime Minister Tran Luu Quang.
Specifically, Deputy Prime Minister Tran Luu Quang is assigned to:
1 - Monitor and direct the following areas of work: Science and technology; Information and communication.
2 - Monitoring and direction: Ministry of Science and Technology, Ministry of Information and Communications.
3 - Act as Chairman of National Councils and Committees, Head of Steering Committees, Chairman of Councils to appraise planning in related fields.
The Decision clearly states that other tasks assigned to Deputy Prime Minister Tran Hong Ha and Deputy Prime Minister Tran Luu Quang shall be implemented in accordance with Decision No. 19/QD-TTg dated January 15, 2023 of the Prime Minister.
Previously, the two fields of science - technology and information and communication were monitored and directed by Deputy Prime Minister Tran Hong Ha.
The decision takes effect from the date of signing.
Review and complete regulations on implementing administrative unit arrangement at district and commune levels.
Prime Minister Pham Minh Chinh signed and issued Official Dispatch No. 557/CD-TTg dated June 18, 2023 on reviewing and completing regulations on implementing the arrangement of administrative units (ADUs) at district and commune levels for the period 2023 - 2030.
In particular, the Prime Minister requested Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally run cities to thoroughly grasp and strictly implement the Party's regulations and the State's laws to have drastic, timely, proactive and flexible solutions to remove difficulties and obstacles, overcome limitations and shortcomings in the work of arranging administrative units at district and commune levels in the period of 2019 - 2021 and continue to more effectively implement the arrangement of administrative units at district and commune levels in the period of 2023 - 2030.
The Chairman of the People's Committee of the province or centrally run city shall, based on the Resolution and Conclusion of the Politburo, the Resolution of the National Assembly Standing Committee and the Government, promptly review and promulgate within his/her authority or submit to competent authorities for promulgation of documents regulating and providing timely, strict and effective guidance to implement the work of arranging administrative units at the district and commune levels in the locality for the period of 2023 - 2030 in accordance with the Government's Plan. Proactively coordinate with the Vietnam Fatherland Front Committee and socio-political organizations at the same level to conduct propaganda to create consensus among cadres, civil servants, public employees, workers and people in the locality in implementing the arrangement of administrative units at the district and commune levels. Regularly coordinate closely with the Ministry of Home Affairs, ministries and central agencies to promptly and effectively remove obstacles and difficulties in implementing the arrangement of administrative units at the district and commune levels in the locality.
Resolving difficulties in common construction materials for the Eastern North-South Expressway Project
Prime Minister Pham Minh Chinh signed and issued Official Dispatch No. 573/CD-TTg dated June 21, 2023 on removing difficulties and obstacles related to the exploitation and supply of common construction materials for the North-South Eastern Expressway Project in the 2021-2025 period.
In which, the Prime Minister requested the Chairman of the People's Committee of provinces and cities where the Project passes through and has common construction material mines included in the Project dossier:
Urgently inspect the agencies and affiliated units in implementing procedures related to mining and increasing the capacity of common construction material mines currently operating to serve the Project; Direct the provincial authorities and local authorities to promptly handle the mining registration procedures submitted by the Contractors in accordance with the instructions of the Ministry of Natural Resources and Environment, to be completed before June 30, 2023. At the same time, do not impose additional requirements, conditions, and administrative procedures that cause difficulties and obstacles for contractors and investors.
Urgently coordinate with project investors to review and increase the capacity of licensed stone, sand and soil mines currently operating in the area to meet construction needs and progress.
Direct departments, branches, People's Committees of districts and towns to strengthen state management, support relevant units in negotiating transfer prices, leasing land use rights, compensation for trees, crops... for new mines included in the construction material survey dossier serving the Project, ensuring compliance with the compensation price level prescribed by the state, not allowing price increases, price pressure...
Amending some regulations on urban planning
The Government issued Decree No. 35/2023/ND-CP dated June 20, 2023 amending and supplementing a number of articles of the Decrees under the state management of the Ministry of Construction.

Extension of payment of special consumption tax on domestically produced or assembled cars
The Government issued Decree No. 36/2023/ND-CP dated June 21, 2023 on extending the deadline for paying special consumption tax on domestically manufactured or assembled automobiles.
Accordingly, the deadline for tax payment for the amount of special consumption tax payable arising from the tax calculation period of June, July, August and September 2023 for domestically manufactured or assembled automobiles is extended. The extension period is from the end of the deadline for payment of special consumption tax according to the provisions of the law on tax administration until November 20, 2023, specifically as follows:
The deadline for paying special consumption tax arising from the tax period of June, July, August, September 2023 is no later than November 20, 2023.
Rectify and strengthen discipline and law enforcement on state finance and budget
Prime Minister Pham Minh Chinh signed and issued Directive No. 22/CT-TTg dated June 23, 2023 on rectifying and strengthening discipline in compliance with laws on state finance and budget.
The Prime Minister requested Ministers, Heads of ministerial-level agencies, Government agencies, other central agencies, Chairmen of People's Committees of provinces and centrally run cities to continue directing, guiding, urging, and inspecting agencies, units, and subordinate levels to strictly implement legal provisions, rectify and strengthen discipline in the management and use of financial resources - state budget, public investment, public assets, price management and price appraisal; strengthen the work of settlement, auditing, inspection, examination, supervision, publicity, and transparency; fully and promptly implement recommendations and conclusions of the State Audit and inspection agencies.
Promoting the progress of capital disbursement to implement national target programs
In Official Dispatch No. 555/TTg-QHDP, the Prime Minister directed relevant ministries, branches and localities to speed up the disbursement of capital to implement national target programs, thoroughly handle difficulties and problems in the implementation process to ensure efficiency and on schedule.
Integrate, authenticate, and display personal information and documents on the VNeID application.
In Official Dispatch No. 238/TB-VPCP dated June 22, 2023, Deputy Prime Minister Tran Hong Ha requested the Ministry of Public Security to preside over and coordinate with ministries, branches and localities in integrating, authenticating and displaying personal information and documents on the VNeID application, gradually replacing the provision of personal documents in performing transactions and administrative procedures. Continue to improve the VNeID application, diversify utilities and communications for people to conveniently participate in use.
The Ministry of Public Security reviews and evaluates the implementation of the public service software, addresses existing problems, ensures seamless connection, updates, and synchronizes file status with the local administrative procedure settlement information system. To be completed before June 30, 2023.
At the same time, guide ministries, agencies and localities in exploiting and extracting citizen data shared by the National Population Database with the administrative procedure settlement information system at the ministerial and provincial levels at the time of administrative procedure settlement, ensuring the correct authority, scope of data exploitation and compliance with regulations on personal data protection. To be completed before July 31, 2023.
