(Dan Tri) - From October, many new regulations will take effect related to recalling imported cars with technical defects; promoting and ranking vocational teachers; increasing registration fees and issuing license plates for motorbikes and cars for the first time.
New regulations on recalling imported cars with technical defects
Decree 60/2023 of the Government stipulates the inspection and certification of technical safety and environmental protection quality of imported automobiles and imported components according to international treaties to which Vietnam is a member, stipulating that automobiles subject to recall include: Automobiles recalled according to the manufacturer's announcement; Automobiles recalled at the request of the inspection agency.
The request for recall by the inspection agency is made on the basis of specific evidence and verification results of information reflecting the technical safety quality and environmental protection of imported automobiles.

Importers must send documents to the inspection agency with the following contents: cause of technical error; remedial measures; number of cars to be recalled; appropriate recall plan.
At the same time, proactively implement and comply with the recall plan; publish information about the recall plan and the list of cars to be recalled on the website and sales agents in a timely and complete manner.
Decree 60 takes effect from October 1 and applies to components from October 1, and to automobiles from August 1, 2025.
People who have completed their prison sentences can borrow up to 100 million VND.
Decision 22/2023 of the Prime Minister on credit policy for people who have completed their prison sentences, production and business establishments employing people who have completed their prison sentences are allowed to borrow capital from the Social Policy Bank for vocational training, production, business, and job creation, effective from October 10.
A notable new point is that people who have completed their prison sentences and returned to their locality can borrow capital for a maximum of 5 years, comply with the provisions of the law, do not participate in social evils and have a need to borrow capital. The commune-level police will compile a list, with confirmation from the People's Committee at the same level, and send it to the Social Policy Bank to carry out loan procedures with preferential interest rates as for poor households.

If borrowing for vocational training, the maximum is 4 million VND/month/person; if borrowing for production and business, the maximum is 100 million VND/person.
Production and business establishments that employ at least 10% of their total workforce who have completed their prison sentences and have a need and a loan plan confirmed by the People's Committee at the commune level can borrow a maximum of VND 2 billion/project and no more than VND 100 million/employee at the production establishment.
Standards, promotions, salary rankings for vocational teachers
Circular No. 07/2023 of the Ministry of Labor, War Invalids and Social Affairs regulating codes, professional title standards; salary classification, promotion of professional titles of civil servants specializing in vocational education takes effect from October 15.
Vocational education officials will be paid as follows: Senior vocational education lecturers have a salary coefficient of 6.20 to 8.00; main vocational education lecturers have a salary coefficient of 4.40-6.78.
Lecturers of theoretical vocational education have a salary coefficient of 2.34-4.98. Lecturers of practical vocational education have a salary coefficient of 2.10-4.89.
Senior vocational education teachers have a salary coefficient of 5.75-7.55. Main vocational education teachers have a salary coefficient of 4.40-6.78.
Theoretical vocational education teachers have a salary coefficient of 2.34-4.98. Practical vocational education teachers have a salary coefficient of 2.10-4.89. Vocational education teachers have a salary coefficient of 1.86-4.06.
With the current basic salary of 1.8 million VND/month, senior vocational education lecturers can receive a salary of up to 14.4 million VND/month.
Increase the fee for first-time registration and license plate issuance of cars and motorbikes
The Ministry of Finance recently issued Circular 60/2023 regulating the collection rates, collection, payment, exemption, and management of fees for registration and license plate issuance of road motor vehicles.
Circular adjusting and increasing the fee for the first issuance of a registration certificate with a vehicle license plate in Region I (including Hanoi and Ho Chi Minh City).
Specifically, cars (except passenger cars with 9 seats or less; trailers and semi-trailers registered separately) have a fee of 500,000 VND/time/car (old rate from 150,000-500,000 VND/time/car).
Passenger cars with 9 seats or less (including pick-up cars) are 20 million VND/time/car. Trailers and semi-trailers registered separately are 200,000 VND/time/car (old rate from 100,000-200,000 VND/time/car).
For motorbikes worth up to 15 million VND, the fee is 1 million VND/time/vehicle (old rate from 500,000 VND to 1 million VND/time/vehicle). For motorbikes worth over 15-40 million VND, the fee is 2 million VND/time/vehicle (old rate from 1-2 million VND/time/vehicle). For motorbikes worth over 40 million VND, the fee is 4 million VND/time/vehicle (old rate from 2-4 million VND/time/vehicle).

Circular 60/2023, effective from October 22, also adds a fee for vehicle registration at temporary residence to comply with the regulations allowing people to register vehicles at temporary residence in Circular 24/2023 of the Ministry of Public Security.
Accordingly, people who register their vehicles in a certain area must pay the registration certificate and vehicle license plate fee according to the fee collection rate corresponding to that area. For example, people who are permanent residents of Phu Tho province and temporarily residing in Hanoi, if they buy and register their vehicles in Hanoi, must pay the vehicle registration fee according to Hanoi's collection rate.
