Many reasons cause slow disbursement of national target program capital in Quang Nam

According to the report, the total capital to implement the 3 national target programs in 2024 (including the extended capital plan for 2022 and 2023) is more than 3,520 billion VND.

Of which, the capital plan for 2022 and 2023 is over VND 1,278 billion, the capital plan for 2024 is over VND 2,242 billion. Up to now, about VND 2,533 billion has been allocated to localities, reaching 72%; however, the disbursement progress is too slow.

At the meeting, representatives of departments and branches spoke, pointing out many reasons for slow disbursement, mainly stemming from human factors; entanglement in bidding procedures; difficulties in land leveling for projects...

Vice Chairman of the Provincial People's Committee Tran Anh Tuan requested departments and branches to report and clearly analyze the causes to find solutions and effectively implement disbursement work in the coming time.

In particular, the Department of Planning and Investment is requested to promptly advise the Provincial People's Committee to propose to the Central Steering Committee to remove obstacles related to the regulations on selecting contractors for bid packages worth more than 100 million VND, causing a delay in implementation. This is one of the regulations that makes capital disbursement difficult.
