Moderating the discussion, Vice Chairman of the National Assembly Nguyen Duc Hai said that the two draft Resolutions mentioned above had been commented on by the National Assembly at the recent 7th Session. The Finance and Budget Committee, in accordance with its assigned functions and tasks, coordinated with relevant agencies to promptly receive, explain, and revise the two draft Resolutions and had some major issues to ask for comments from the National Assembly Standing Committee.
Vice Chairman of the National Assembly Nguyen Duc Hai asked the National Assembly Standing Committee to discuss and provide its views on major issues that the Finance and Budget Committee sought opinions on. Specifically, it is necessary to further expand the decentralization and decision on the establishment of civil servants and public employees of Da Nang City to the City People's Council; to supplement the material and technical facilities of universities, vocational schools and the material and technical facilities of central ministries and branches in the city as assets serving the cause of startups and innovation; to exempt liability in controlled testing of new technology solutions; to support 5% of funding in the fields of microchips, semiconductors, and artificial intelligence.

The Vice Chairman of the National Assembly also requested the National Assembly Standing Committee to comment on the two draft Resolutions when receiving, explaining, and revising as proposed by the Finance and Budget Committee, whether they are qualified and of guaranteed quality to be submitted to the National Assembly for approval at this 7th Session or not?
Through discussion, the National Assembly Standing Committee basically agreed with the direction of explanation, acceptance, and orientation of major issues of the two draft Resolutions as proposed by the Finance and Budget Committee.
Regarding the draft Resolution of the National Assembly on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province, the National Assembly Standing Committee focused on giving opinions on the contents related to policies allowing Nghe An province to allocate an additional 50% of the public investment capital from the central budget with additional targets for localities in the 2026-2030 period to invest in key infrastructure projects in the province and develop socio-economic infrastructure in the western region of Nghe An; policies allowing centrally run cities and provinces to use their own budgets to support Nghe An province in performing socio-economic development tasks and ensuring national defense and security for Nam Dan district and the western region of Nghe An...

Regarding the draft Resolution of the National Assembly on the organization of urban government and piloting a number of specific mechanisms and policies for the development of Da Nang city, the National Assembly Standing Committee focused on giving opinions on the following contents: on local government debt; on investment, management, exploitation and handling of scientific and technological infrastructure assets serving creative startups; on piloting the establishment of the Da Nang Free Trade Zone; on allowing controlled testing of new technological solutions; on mechanisms and policies for the development of semiconductor microchips, artificial intelligence, etc.
Concluding the discussion, Vice Chairman of the National Assembly Nguyen Duc Hai requested the Finance and Budget Committee to coordinate with relevant agencies to review, explain, and absorb the opinions of the National Assembly Standing Committee, ensuring the institutionalization of the Party's policies and meeting the requirements when amending and supplementing specific mechanisms and policies for Nghe An and Da Nang city.
Regarding the specific mechanism for Nghe An province, the Vice Chairman of the National Assembly emphasized the need to assess the impact on expanding the scope of support so that provinces and centrally-run cities have the right to use local budgets to support specific areas in Nghe An province as the Government initially proposed.

Regarding the specific mechanism for Da Nang City, the National Assembly Standing Committee proposed to supplement the impact assessment of new policies added to the Government's initial Proposal, such as increasing the outstanding loan balance from 60% of local budget revenue enjoyed according to decentralization to 80%; adding the Data Center and the list of priority project industries to attract strategic investors.
At the same time, the review does not re-regulate the contents stipulated in Article 79 of the Land Law on land recovery, especially the pilot land recovery for the construction of logistics centers, and only regulates when really necessary and different from the provisions of the Land Law.
Regarding the 4 contents that still have different opinions between the examining agency and the drafting agency, related to expanding the decentralization of decision-making authority on staffing, civil servants, and public employees of Da Nang City to the City People's Council, the Vice Chairman of the National Assembly said that this issue is unclear and "not yet mature", so he did not propose and discuss this content.
