What did the EU's foreign and security chiefs discuss in Kiev after the US election?

On November 9, EU foreign and security policy chief Josep Borrell arrived in the Ukrainian capital Kiev on his final visit as EU foreign policy chief.

On social network X, Mr. Borrell wrote: "This is my 5th visit to Kiev... Supporting Ukraine has always been a personal priority during my tenure and will continue to be one of the top agenda topics of the EU."

On Moscow's side, Russian officials have repeatedly warned that supplying weapons to Ukraine hinders the process of resolving the conflict and directly draws NATO countries into this war.

Russian Foreign Minister Sergey Lavrov once stated that the US and NATO are directly involved in this conflict not only by providing weapons but also by training Ukrainian soldiers in European countries.

Regarding EU-Ukraine relations, on November 7-8, European Union (EU) leaders were present in Budapest, Hungary, to attend an informal summit organized by European Council President Charles Michel.

The meeting took place just one day after the victory of Donald Trump, the Republican candidate pursuing the "America First" policy, in the election in the world's number one power.

During his campaign, Trump threatened everything from a trade war with Europe to withdrawing from NATO commitments to a fundamental shift in support for Ukraine in its conflict with Russia, according to the AP news agency.

All of these issues could have unprecedented consequences for countries across Europe, especially the 27-nation EU.

Borrell’s visit comes as Trump’s re-election has raised concerns in Ukraine and across Europe about potential changes to US policy. During his campaign, President-elect Donald Trump questioned continued US military and financial aid to Ukraine and even suggested he could negotiate a quick end to the conflict.

Mr Borrell acknowledged that Mr Trump's stance had created uncertainty, but he also pointed out that current President Joe Biden still had two months left in office, during which further support decisions could be made.

According to data from the Kiel Institute, the EU has collectively contributed around $125 billion to Ukraine's defense and humanitarian needs since the conflict broke out in 2022, while the US has provided more than $90 billion.
