Customs sector strengthens discipline in performing official duties

The General Department of Customs has just issued Directive No. 5269/CT-TCHQ dated October 30, 2024 to strengthen discipline and administrative discipline in performing public duties, contributing to building a professional, civilized and modern working environment in the customs sector.

The Directive clearly states that, in recent years, the implementation of the Party, State and Ministry of Finance's directives on improving discipline, administrative discipline, public ethics and office culture has brought about positive results. Customs officials have shown a change in awareness and responsibility for their work, contributing to enhancing the prestige and image of the sector in society. However, in the process of performing their duties, there are still limitations and violations in some places and at some times, affecting the effectiveness of state management of customs.

Faced with that reality, General Department of Customs decided to issue Directive 5269/CT-TCHQ to overcome the limitations, and at the same time require units under and directly under the General Department of Customs to strictly implement the contents of administrative discipline, perform professional and technical work, practice thrift and strengthen coordination between units inside and outside the industry.

Accordingly, the Director General of the General Department of Customs requested units to disseminate and thoroughly grasp the resolutions, directives and regulations of the Party, the State, the Ministry of Finance and the General Department of Customs on discipline, administrative discipline and public ethics, in order to raise awareness, responsibility and the spirit of self-discipline in practicing public ethics of civil servants. Unit heads need to review and complete working regulations to ensure compliance with practical requirements, avoiding stagnation and lack of responsibility.

In addition, the General Director of the General Department of Customs also requested units to improve the quality of management, inspection and supervision of civil servants, especially for sensitive and important departments and positions. Handling of violations must be carried out seriously, without forbidden areas or exceptions. The responsibility of the head and deputy will also be considered if violations occur, especially for units with many violations or not proactively overcoming shortcomings and limitations.

Regarding professional work, the Director General of the General Department of Customs requires units to closely follow the key work program, fully and timely perform assigned tasks. Civil servants must strictly comply with professional processes and procedures, ensuring accuracy, timeliness and efficiency. Absolutely prohibit acts of taking advantage of authority to cause difficulties for people and businesses or illegally interfere with professional processes. Heads of units must be responsible for inspecting and supervising the implementation of legal regulations, professional ethics, and combating negativity and corruption among civil servants.

The Director General of the General Department of Customs also emphasized the need to foster, train and improve the professional qualifications of civil servants, especially in the context of information technology playing an increasingly important role in professional work. Civil servants must proactively research, update their professional knowledge and fully participate in training courses to meet increasingly high job requirements.

For management Regarding public assets, the Director General of the General Department of Customs requested units to ensure proper and effective use of assets and specialized equipment. It is necessary to pay attention to regular preservation and maintenance to prolong the life of public assets, avoid wasteful use or under-utilization. Any acts of using public assets for the wrong purpose, causing waste, will be strictly handled.

Regarding coordination between units inside and outside the industry, the Director General of the General Department of Customs requested to increase flexibility and smoothness in work. administrative procedures must be reviewed to eliminate inappropriate processes that hinder coordination. In particular, the exchange of information and data between units must be done quickly, accurately, safely, ensuring consistency and efficiency in work.

The General Department of Customs also encourages units to actively coordinate with external agencies to effectively perform key tasks, best serving people and businesses.
