Resolution 59 - Breakthrough policy

Resolution 59-NQ/TW is not only a continuation of previous foreign policies but also a turning point in thinking and action. The Resolution emphasizes the transition from mainly extensive integration to comprehensive, in-depth integration in all areas from politics , economics, defense, security to culture, society and science and technology.

The Resolution aims to mobilize and effectively utilize all external resources to combine with internal strength to create a comprehensive national strength. The ultimate goal is to successfully achieve the country's development goals by 2030 and vision to 2045, enhancing Vietnam's position and prestige in the international arena.

Thoroughly grasping the spirit of Resolution No. 59 of the Politburo on international integration in the new situation, the Party Committee of Tuyen Quang Provincial People's Committee requested the Department of Foreign Affairs to continue to lead and advise the province to expand and improve the effectiveness of foreign affairs, ensuring the unified leadership of the Party, the management of the State, and close coordination between Party foreign affairs, State diplomacy and people's foreign affairs.

The province builds Thanh Tuyen Festival with national brand and profound international significance.

Actively deepen existing relationships to bring about practical results; establish and expand relationships with new partners, shift from “formal integration” to substantive and effective integration, focus on internal capacity, enhance the ability to take advantage of opportunities and adapt to challenges.

Specifically, maintain the relationship with traditional and friendly partners, strengthen cooperation in depth with Xieng Khouang province, Phong Sa Ly (Laos), Boeun district, Chungcheongbuk province, Anseong city (Korea) and Van Son prefecture, Yunnan province, Guangxi Zhuang Autonomous Region (China); Benguet province (Philippines), Moriya city (Japan). At the same time, connect and expand cooperation with a number of localities and partners in Europe and Northeast Asia such as Imsil district, Jeonbuk province, Korea; Lohmen region, Zehna region, Gustrow-land district, Mecklenburg Vorpormmen state, Germany...

Recognizing the potential of culture in enhancing understanding and people-to-people diplomacy among ethnic groups, the province attaches importance to “soft power” as a lever. For example, focusing on building Thanh Tuyen Festival into a national brand with international significance. At the same time, organizing the Buckwheat Flower Festival, an international culinary festival associated with promoting the culture, people and landscapes of the northernmost highlands of Vietnam, especially the Dong Van Karst Plateau UNESCO Global Geopark, attracting many international tourists to explore and experience.

On the basis of traditional culture, majestic and beautiful landscapes will promote tourism to develop into an important economic sector of the province. In 2024, the whole province will welcome over 400 thousand international visitors. Comrade Nguyen Trung Ngoc, Member of the Provincial Party Committee, Director of the Department of Culture, Sports and Tourism of Tuyen Quang affirmed: Resolution 59 of the Politburo opens a new chapter in the development of the country. This is an opportunity for the industry to expand and seek new partners to implement the strategy of promoting national culture and natural landscapes to attract tourists and investors to Tuyen Quang.

International economic integration is the focus

From a purely agricultural province, mainly self-sufficient, in recent years, Tuyen Quang province has always proactively accompanied and cooperated with many partners from countries around the world, aiming at developing the local economy and society. The province has nearly 350 projects of foreign investors with capital of hundreds of millions of USD. Investment projects in the area have consumed raw material areas, creating thousands of jobs for local people. In 2024, the total export value of the province is estimated to reach nearly 500 million USD; in which, the group of tea of all kinds, plywood, antimony ore, cassava starch, peeled boards, fresh agricultural products are the groups of goods with large export value, increasing export value.

During the working session with the Pacific Construction Group, China at the end of July 2025, Secretary of the Provincial Party Committee Hau A Lenh affirmed that Tuyen Quang attaches great importance to the issue of international integration in the new situation, in which economic integration is the center. The province is focusing on developing the following areas: Regional connectivity, especially the expressway, thus shortening the travel time from Hanoi to Thanh Thuy International Border Gate, Tuyen Quang to about 3 hours; building infrastructure for new urban areas; infrastructure for industrial parks; tourism economy; developing border gate economy, key export products of the locality. With the resolution of the Politburo on promoting private economic development, the province is committed to accompanying, assigning competent agencies to advise and coordinate implementation, aiming to attract large, experienced foreign corporations to invest in the province.

Comrade Nguyen Trung Thu, Member of the Provincial Party Committee, Director of the Department of Foreign Affairs, said: The implementation of Resolution 59-NQ/TW in Tuyen Quang is not only a political task but also an inevitable path to unleash all potentials, bringing the province to rapid and sustainable development. By raising the level of foreign affairs in a comprehensive, proactive and creative manner, Tuyen Quang is opening a new chapter, ready to welcome great opportunities, contributing with the whole country to successfully realize the aspiration of building a strong and prosperous Vietnam, the homeland of Tuyen Quang.

During the period of 2020 - 2025, the Department of Foreign Affairs has advised and allowed 138 delegations/904 officials to participate in experience exchange, study, survey and work abroad; advised, permitted and organized to welcome and work with 543 delegations/3,349 foreigners to visit and work officially in the locality. Immediately after the province's merger, the provincial leaders received and worked with the Pacific Construction Group, China and the Asian Development Bank ADB; affirming that foreign affairs work is focused and strengthened. The management of delegations on foreign business trips has become routine, contributing to improving the effectiveness of foreign affairs work in the locality.

According to the provincial Department of Foreign Affairs, after the merger, Tuyen Quang's position continues to be raised and creates an attractive and prestigious environment for investors and sponsors. Therefore, the province continues to maintain and promote the implementation of tasks and solutions set out in the province's international integration strategy; proactively and flexibly adjust and redirect the implementation of foreign affairs activities in accordance with the practical situation in the locality.

Strengthen information work, forecast the situation, regularly monitor and grasp the developments of major issues in the world, countries and domestically to advise the leaders of the Provincial Party Committee, People's Council, and Provincial People's Committee to thoroughly implement foreign affairs tasks with high efficiency, especially effectively implementing state management work on borders.
