In October 2024, the Provincial People's Committee issued Decision No. 37 regulating the implementation of cultural lifestyle in the province and Decision No. 38 regulating the framework of standards and procedures, procedures, and dossiers for considering and awarding the titles of "Cultural Family", "Cultural Village, Residential Group", "Typical Commune, Ward, and Town". Right from the beginning of implementation, the decisions quickly came into effect, supporting localities in the implementation process and receiving consensus from all walks of life.
The criteria for awarding the title of cultural family and cultural village are disseminated at the cultural house of Quynh Ngoc village, Quynh Hong commune (Quynh Phu).
Contribute to building a good lifestyle
After the decisions were issued, in addition to the implementation guidance documents, the Department of Culture, Sports and Tourism also organized a conference to deploy documents on building grassroots cultural life with the participation of nearly 500 delegates from communes, wards and towns in the province.
Ms. Phan Thi Ha, Head of the Department of Cultural Lifestyle and Family Development, Department of Culture, Sports and Tourism, informed: Basically, the content of the regulations on implementing cultural lifestyle in the province issued with Decision No. 37/2024/QD-UBND is inherited from Decision No. 20/2019/QD-UBND. However, some contents have been amended, supplemented and adjusted to suit new central documents and practical conditions in the locality. The new point of the regulations on implementing cultural lifestyle is that the regulations are presented concisely, coherently, easy to understand and easy to implement. In addition, some contents have been adjusted such as on organizing funerals and burials; in Article 14 on organizing festivals, the regulations on hanging Party flags, national flags, religious flags and festival flags have been clarified. Regulations on implementing cultural lifestyle in the province, regulations on the framework of standards and procedures, and dossiers for awarding titles also specifically and clearly mention the responsibilities of each agency, unit, and locality in implementing the decision of the Provincial People's Committee. This affirms that implementing cultural lifestyle is not only the responsibility of the cultural sector but also the participation of the entire political system from the province to the grassroots, contributing to building a good lifestyle for Thai Binh people.
Transformation from the grassroots
As one of the localities that early paid attention to implementing decisions on implementing cultural lifestyles in each village, in 2024, Quynh Phu district had 97.2% of families achieving the title of "Cultural Family". Cultural heritage values are preserved and promoted, fine customs are maintained, backward customs in weddings, engagements, funerals... are gradually eliminated.
In Quynh Hong commune, as well as other localities in the province, the end of the year is often the time when there are many weddings, engagements, sand-moving ceremonies, tomb-building ceremonies... Through the loudspeaker system, commune meetings and each village party cell, new points of the regulations on implementing cultural lifestyles are widely disseminated. People are proactive in all tasks, meeting the set criteria.
Mr. Nguyen Do Tuan, a social and cultural official of Quynh Hong commune, informed: Implementing Decision No. 37 and No. 38 of the Provincial People's Committee, we see many advantages because the evaluation criteria are recorded very specifically, especially in organizing weddings, funerals and festivals so that we have a basis to guide people in implementation.
Dong Tien Commune has 7 festivals at 7 provincial relics and 1 festival at a national relic that take place at many times of the year, including the beginning of the new year. In order for the festival activities to preserve the beauty of traditional culture, the locality has proactively implemented a new decision, providing specific instructions for the ceremonial and festival activities to comply with Decision No. 37, creating consensus among all classes of people.
Mr. Vu Duc Yen, a social and cultural officer of Dong Tien commune, shared: The advantage is that people have understood the regulations of the Provincial People's Committee and the implementation instructions of the Department of Culture, Sports and Tourism, so when implementing the festival organization, people completely agreed, especially about the time of the festival at provincial and national relics.
From the guidance of authorities at all levels and functional sectors, new regulations quickly come into effect.
Mr. Nguyen Huu Lap, a social and cultural official of An Hiep commune (Quynh Phu) said: Based on Decision No. 38 of the Provincial People's Committee, based on the principle of considering and awarding cultural titles, cases not considered for the title of cultural family, cultural village, typical commune, An Hiep commune People's Committee approved the list of 8/8 eligible villages, proposed to consider and award the title of cultural village. Through reviewing the proposed criteria such as well performing assigned socio-economic, national defense, security, order, and social safety tasks; stable and gradually developing economic life; healthy and rich cultural and spiritual life; safe and friendly environment, clean and beautiful landscape..., the commune meets the standards of a typical commune, creating motivation for local officials and people to continue to strive in the following years.
During the initial implementation period, the regulations have contributed to the effective implementation of the movement "All people unite to build a cultural life", at the same time demonstrating the determination of Party committees at all levels, authorities, and functional sectors in improving the quality and effectiveness of grassroots cultural life, contributing to socio-economic development in each locality.
Grassroots cultural institutions are one of the criteria for awarding the title of exemplary commune, ward, and town.
