This is the second report in the past 3 months from the Nam Dinh Provincial People's Committee regarding the investment in the Ha Nam - Nam Dinh expressway, after receiving and finalizing opinions from relevant ministries and branches.
In Submission No. 68, the Nam Dinh Provincial People's Committee proposed that the Prime Minister allow the preparation of a pre-feasibility study report for the project to build the Ha Nam - Nam Dinh Expressway, phase 1 from Phu Ly City to Nam Dinh City. The province will arrange the budget for the report.
The project is about 25.1 km long, expected to build a complete 4-lane highway, emergency lanes and parallel roads on both sides. The investment plan combines government capital, provincial budget and other legal capital sources. Site clearance work is arranged by the budgets of Nam Dinh and Ha Nam provinces.
For the BOT section from My Loc toll station to National Highway 10 (3.9 km long), the toll collection period will expire in 2028. Nam Dinh Provincial People's Committee will negotiate to terminate the contract in 2025.
The People's Committee of Nam Dinh province proposed to be the project's managing agency, committing to comply with legal regulations and project progress. The project will utilize, expand and upgrade the existing National Highway 21B, meeting the standards of a 4-lane highway, emergency lane, design speed of 100 km/h, and parallel roads on both sides.
The total investment is about 7,850 billion VND, including the cost of building the highway, bridge, parallel road, lighting system, ITS, site clearance and other costs. The project is expected to be implemented from 2025 to 2028 if approved.
