Quang Nam voters have proposed prioritizing resources to invest in upgrading and expanding National Highway 14H because the road is currently degraded, the road surface is narrow, and is dangerous for people and vehicles.
At the same time, expand the section of National Highway 1 through Ba Ren Bridge (new), Que Son district to have 4 lanes according to the plan; build a lane for non-motorized vehicles on National Highway 1 (section from Duy Xuyen district to Phu Ninh district) to ensure traffic safety.
Responding to the proposal on investment in upgrading and expanding National Highway 14H, the Ministry of Construction agreed with the proposal of Quang Nam voters on the necessity of investing in and upgrading this route. However, due to resource difficulties, it has not been possible to allocate capital to invest in the sections in the 2021-2025 period.
The Ministry of Construction will coordinate with the People's Committee of Quang Nam province to review and hand over the national highway sections that will be decentralized to the province for management. At the same time, it will report to the competent authority for consideration and investment in upgrading and expanding this national highway in the period of 2026 - 2030.
According to the Road Network Planning for the period 2021 - 2030, with a vision to 2050, National Highway 14H through Quang Nam province is 76km long, level IV, 2 lanes. The current basic status is level III - IV, 2 lanes. The section from km60 - km76 is a type A rural road.
To ensure traffic safety on the route, the Ministry of Construction has assigned the Vietnam Road Administration to carry out regular maintenance and periodic repairs in 2022 - 2024 with a budget of about 69.2 billion VND. It is expected that in 2025, about 3.6 billion VND will be allocated to maintain and repair National Highway 14H through Quang Nam province, ensuring safe operation and facilitating people's travel.
Regarding the expansion of National Highway 1 through Ba Ren Bridge (new) and the construction of a non-motorized lane on the Duy Xuyen - Phu Ninh section of this National Highway, the Ministry of Construction said that since 2015, the Ministry of Transport (old) has invested, completed, and put into operation National Highway 1 from Thanh Hoa to Can Tho, 1,475km long with a scale of 4 lanes.
Of which, the 85km section through Quang Nam province (km942+000 - km1027+000) has been invested 56km with a scale of 4 lanes for motor vehicles, 2 lanes for mixed vehicles; 29km with a scale of 4 lanes for motor vehicles. The section through Ba Ren bridge (new) is kept intact due to the old Ba Ren bridge with a scale of 2 parallel lanes.
To ensure traffic safety, the Ministry of Transport previously assigned the Vietnam Road Administration to study and establish an investment project to expand National Highway 1, Duy Xuyen - Phu Ninh section, for investment in the medium-term public investment plan for the period 2021 - 2025. At the same time, consider the investment plan to expand the 29km long sections of the National Highway 1 expansion project, km947+000 - km987+000, under the form of a BOT contract.
However, the investment in expanding the above 29km under the form of a BOT contract does not ensure financial feasibility and is not in accordance with Resolution No. 437 dated October 21, 2017 of the National Assembly Standing Committee. On the other hand, due to resource difficulties, it is not possible to allocate capital to invest in expanding National Highway 1 from Duy Xuyen to Phu Ninh in the medium-term public investment plan for the period 2021 - 2025.
The Ministry of Construction has noted the recommendations of Quang Nam voters. To ensure safety during operation, the Ministry of Construction has assigned the Vietnam Road Administration to coordinate with local authorities to conduct specific surveys to find solutions to enhance safety for people and vehicles participating in traffic on the route.
In the process of developing the medium-term public investment plan for the period 2026 - 2030, based on the ability to balance resources and the principles of capital allocation according to regulations, the Ministry of Construction will consider reporting to the competent authority to invest in expanding National Highway 1, Duy Xuyen - Phu Ninh section and Ba Ren bridge according to the planning scale.
