Implementing the National Target Program on New Rural Construction (NTM), after "reaching the finish line" of NTM construction in 2019, Cam Lo district continues to strive to achieve the standard of a model NTM district by 2025. In that common achievement, the armed forces of Cam Lo district, with specific and practical actions, are taking the lead in movements to join hands to build NTM and civilized urban areas, beautifying the image and noble qualities of "Uncle Ho's soldiers" in the new era.

Promoting the effectiveness of the function of "working army", in recent times, agencies and units of Cam Lo district's military have closely followed the practical situation, done a good job of mass mobilization work to help people develop socio-economy, prevent, combat and overcome the consequences of natural disasters, actively participate in building new rural areas, and build an increasingly solid local political base.

From 2013 to present, the District Military Command (CHQS) has mobilized officers and reserve forces to contribute a total of over 20 million VND per year to support new rural construction projects in villages and neighborhoods, depending on the needs of communes and towns. Up to now, 8/8 communes and towns in the district have joint projects to build new rural areas of the district's armed forces.

In the period of 2019-2024, the Military Region allocated more than 50 million VND to invest in villages in building new rural areas, such as equipping tables and chairs, and organizing the meeting halls of Tan Phu village (Cam Thanh commune), Nam Hieu village (Cam Hieu commune); pouring concrete yard for the community cultural house in Tan Xuan village (Cam Thuy commune); equipping speakers for Phu Hau village (Thanh An commune), helping localities meet the criteria for building new rural areas.

Mobilizing 1,200 working days to overcome the consequences of natural disasters, prevent COVID-19, repair roads, beautify schools, alleys and public works. At the same time, the District Military Command launched a movement to build new rural areas starting from military households competing to well implement new rural criteria in residential areas.

The district military force, including the regular force, the militia and self-defense force (DQTV), and the DBDV, is always the leading force in donating land, eliminating mixed gardens, and participating in thousands of working days in building new rural areas and civilized urban areas. In addition, the district military command closely coordinates with local Party committees and authorities of communes and towns to regularly mobilize to help people harvest rice and crops to escape floods; participate in rescue, disaster relief, rebuilding damaged houses, environmental sanitation, and overcoming the consequences of natural disasters...

Coordinate with the District Department of Labor, War Invalids and Social Affairs to review and select people in difficult circumstances to propose to superiors to build 4 comrade houses worth 80 million VND/house and support the working days of the district's armed forces to build houses; advise and coordinate to build 3 gratitude houses for people with revolutionary contributions in especially difficult circumstances, worth 80 million VND/house, with a total amount of 560 million VND.

To join hands to build Cam Lo district to meet the standards of a model new rural district by 2025, the Cam Lo District Military Command has developed a plan for the district's armed forces to join hands to build new rural areas in the 2021-2025 period, choosing Cam Tuyen commune, the most difficult commune in Cam Lo district, to focus on directing the implementation.

In particular, the district military forces focus on participating in the construction and renovation of inter-village traffic systems and village halls; effectively participating in education, healthcare, people's health care, environmental protection; participating in building party organizations, government, Vietnam Fatherland Front and mass organizations, consolidating a strong political base; fighting against social evils, maintaining political security, social order and safety, and building safe areas.

Specific targets: in 2021, participate in a number of cultural institutions to build a community cultural house in Ba Thung village, Cam Tuyen commune; in 2022-2023, continue to survey and invest in consolidating and beautifying the new rural area in a number of villages in Cam Tuyen commune in accordance with the actual situation and capabilities of the unit; receive help from 1-2 students with especially difficult circumstances in Ban Chua, Cam Tuyen commune; coordinate with local Party committees and authorities to do a good job of developing the Party among young people joining the army, militia and self-defense forces, and armed forces.

In 2024, Cam Tuyen commune strives to achieve the standards of an advanced NTM commune, being the last commune in Cam Lo district to complete the construction of an advanced NTM commune, aiming to build Cam Lo district to meet the model NTM standards.

With specific and practical actions, the model of "Skilled Civil Affairs" associated with the movement "Army joins hands to build new rural areas", Cam Lo district's military forces coordinate with local Party committees and authorities to contribute to promoting socio-economic development, eliminating hunger and reducing poverty, improving the material and spiritual life of the people, strengthening the blood relationship between the army and the people, contributing to speeding up the progress of building Cam Lo district to meet the model new rural standards.

In the coming time, the district military force will continue to review and develop a plan to join hands with local Party committees, authorities and people to effectively carry out hunger eradication, poverty reduction, and ensure social security in the areas, especially in difficult areas, military households with difficult circumstances, policy families, poor households, etc.

Through mass mobilization work and the movement "Army joins hands to build new rural areas", Cam Lo district's military forces have performed well the function of "working army", contributing to building and consolidating the people's trust in the Party's leadership, strengthening the relationship between the army and the people, building an increasingly solid national defense and people's hearts.
