After a year of construction, the special material mine has not yet been licensed for exploitation, making the contractor of the Khanh Hoa - Buon Ma Thuot expressway feel like sitting on fire.
Machines "stand still"
According to the reporter of Giao thong Newspaper, the location of the soil and rock mine in Hoa Tien commune (Krong Pak district, Dak Lak province) located at Km 98+500 of Khanh Hoa - Buon Ma Thuot highway has been approved by the Provincial People's Committee to adjust the land type from "Land for production of construction materials, pottery" to "Land for mineral activities".
The planning location has an area of nearly 14 hectares, with reserves of about 1.85 million m3.

Currently, the Provincial People's Committee has just confirmed an area of more than 3 hectares (more than 150,000m3) for Trung Nam Construction and Installation Joint Stock Company - the contractor of package 3 to exploit for highway construction.
However, after a year of construction, the quarry and land granted under this special mechanism are still stuck in procedures and have not been granted an exploitation license. The contractor must accept additional costs and buy high-priced commercial stone for construction to increase production.
A representative of Trung Nam Construction and Installation Joint Stock Company said that difficulties with K98 embankment and stone materials have slowed down the construction progress of the unit at the project.
"We hope that relevant units will support the contractor and soon complete legal procedures so that the Hoa Tien soil and stone mine can be exploited soon," said the contractor's representative, adding that according to the plan, the unit will apply for exploitation under a special mechanism at the Hoa Tien stone mine with a volume of about 48,000m3 of fill soil and about 120,000m3 of stone.
At the Hoa Tien commune soil and rock quarry, the contractor has installed a stone production system and cleared the transportation road for exploitation, but everything is still "inactive" waiting for a license.
In addition to Trung Nam contractor, contractors: Hoang Nam Bridge and Road Construction Company Limited; Construction Corporation No. 1 - CC1 also fell into the same situation.

Every day the license is delayed, the project progress is delayed.
Admitting that the construction materials for the foundation and surface of the XL03 package are very difficult, the Chief Supervisor of the XL03 package (Hanoi Traffic Consulting Joint Stock Company) said that if the licensing of mining continues to be slow, the project will have difficulty finishing on time.
According to the Management Board of Investment Projects for Construction of Transport Works and Rural Development of Dak Lak Province, the component 3 project of the Khanh Hoa - Buon Ma Thuot Expressway needs about 1.4 million m3 of fill; 0.4 million m3 of sand and 1.4 million m3 of rock.
Up to now, the contractor has surveyed and confirmed the exploitation of 1 soil and rock mine; 2 stone mines; 1 sand mine and 2 soil mines according to the special mechanism. Of which, 2 stone mines, 1 soil mine and 1 sand mine have completed the procedures for exploitation.
There is one more soil and rock mine (Hoa Tien soil and rock mine has been confirmed by the Board for Trung Nam Construction and Installation Joint Stock Company to organize exploitation) and one soil mine is implementing land lease procedures to meet the conditions for organizing exploitation.
"To meet the demand for construction materials, the Project Management Board has proposed that the Department of Natural Resources and Environment (DONRE) pay attention and support in the process of implementing related tasks to soon complete exploitation procedures; Allow parallel implementation of land lease and exploitation for special material mines that have been certified by the Provincial People's Committee to speed up the project's progress", the representative of the Project Management Board informed.
A leader of the Dak Lak Provincial People's Committee said that the Department of Natural Resources and Environment is coordinating with relevant units to urgently complete procedures to exploit the Hoa Tien stone mine (Krong Pak district).
The Provincial People's Committee has requested contractors, mining units, Krong Pak District People's Committee, and the Project Management Board to closely coordinate and promptly carry out procedures according to regulations to submit to the Department of Natural Resources and Environment for consideration and consultation with the Provincial People's Committee to grant mining rights.
The Khanh Hoa - Buon Ma Thuot Expressway Project Phase 1 has a total investment of nearly 22,000 billion VND, with a total length of more than 116km.
The project is divided into 3 component projects. Of which, component project 3 has a total route length of more than 48km, with a total investment of more than 6,165 billion VND, invested by Dak Lak Provincial People's Committee.
