Mr. Nguyen Tai Sy - a veteran in Ninh Tinh 3 quarter, Binh Kien ward said that the former communal road 20 - now the extended Da Ban road, is a traffic route formed more than 50 years ago. When the locality implemented the policy of concrete construction of some roads, businesses and people contributed money to concrete the extended Da Ban road and install two lighting poles.
In 2021, some local residents installed signs restricting vehicles with a load capacity of 5 tons and fixed barriers with a height of 3 meters, causing difficulties for many vehicles transporting goods. Even more worrying is that these barriers will be an obstacle for specialized fire fighting vehicles performing emergency tasks when a fire occurs.

After veteran Nguyen Tai Sy and Van Phuc Company Ltd. submitted many petitions, the People's Committee of Ward 9, Tuy Hoa City ( Phu Yen ) previously held a meeting with the people of Phuoc Hau 1 and Phuoc Hau 2 neighborhoods. Some residents said that the installation of signs restricting vehicles with a load capacity of 5 tons operating on the extended Da Ban road was necessary, because many vehicles with large loads, even container tractors operating on this road section, caused vibrations that affected the daily lives of many houses along the road.
On that basis, in Notice No. 20/TB-UBND dated March 5, 2025 of Ward 9 People's Committee, the meeting concluded with the assignment of the ward's land and construction department to measure and adjust the height of the guardrail from 3m to 3.5m. Surprisingly, the sign restricting vehicles with a load of 5 tons was later changed to a sign restricting vehicles with a load of 2.5 tons/axle, while the guardrail still exists with a height of 3m.

In Document No. 750/SXD-TTr dated April 15, 2025 of the Department of Construction of Phu Yen province, requesting the People's Committee of Tuy Hoa city to completely handle the above unreasonable situation, it stated that, according to the approved design documents and the project completion documents, the extended Da Ban road section was designed according to the rural traffic route type B - Standard 22TCN210-92, which is the type of road serving traffic of vehicles with a standard axle load of 2.5 tons/axle. Accordingly, it is necessary to install signs limiting the load on the axle, but in reality, the installation of signs prohibiting trucks is not in accordance with regulations.
Regarding barriers, the Department of Construction of Phu Yen province affirmed that there are no regulations allowing the installation of barriers on roads to restrict traffic, except in the case of renovated roads. In difficult cases, it is allowed to retain the old clearance but it must not be lower than 4.30m... according to the regulations in point 4.10.2, clause 4.10 TCVN 4054:2005 - automobile roads, design requirements.
In addition, on April 11 and 28, 2025, Tuy Hoa City People's Committee issued two documents directing the City's Department of Economy , Infrastructure and Urban Affairs and Ward 9 People's Committee to inspect and advise on resolving the matter before May 5, 2025. However, from then until the implementation of the policy of dissolving the district level, rearranging the commune level and merging the province (July 1, 2025), the matter has not been resolved, the sign restricting the load of 2.5 tons/axle and the illegally installed fixed guardrails remain in their current state.
Speaking with CAND Newspaper reporters on August 23, 2025, Mr. Nguyen Quoc Thang, Chairman of Binh Kien Ward People's Committee, said that the current status of installing traffic signs and barriers on Da Ban extended road is not in accordance with legal regulations.
"The People's Committee of Binh Kien Ward has directed the Economic, Infrastructure and Urban Affairs Department of the ward to replace the traffic signs restricting vehicle weight to 5 tons, and remove the clearance barriers as soon as possible, ensuring compliance with the law and creating high consensus in the community," said Mr. Nguyen Quoc Thang.
