Today, October 25, at the conference to summarize the socialization of school, classroom and teacher housing consolidation in the period 2013 - 2023, tasks and solutions in the coming time organized by the Ministry of Education and Training, Minister Nguyen Kim Son shared his concerns related to this content.
Minister Nguyen Kim Son speaks at the conference on socialization of schools and classrooms.
According to the report of the Ministry of Education and Training, in the past 10 years, about 300 organizations, businesses, and thousands of individuals have contributed to the consolidation of schools, classrooms, and public housing for teachers (according to statistics in the report, in the past 10 years, 37,200 classrooms and public housing for teachers have been built from socialized sources with an estimated cost of about 30,000 billion VND).
However, the current average rate of solidification nationwide is 86%, with preschools and primary schools reaching 83%. This rate is very high compared to 10 years ago, but the number of unsolidified classrooms is mainly concentrated in mountainous provinces, ethnic minority areas and disadvantaged areas (such as the Northwest, Central Highlands, Central region and Southwest), the rate of unsolidified classrooms for preschools and primary schools in many provinces is still over 40% (Dak Nong, Kon Tum, Dien Bien, Cao Bang, Lai Chau, ...).
It is noteworthy that these temporary schools are most numerous at the preschool and primary levels. The youngest children of school age need to be given special attention and need to be able to study in sturdy schools with minimal facilities. The goal of graduating from school to school and from class to class needs to be implemented more vigorously.
Mr. Nguyen Kim Son affirmed: Our Party and State consider education and training as the top national policy and always show their interest and determination to develop education and training through many major policies and guidelines. Last August, the Politburo issued Conclusion 91; in which it clearly stated that "by 2030, the rate of solid classrooms will reach 100%", meaning that by 2030, the whole country will no longer have temporary classrooms or classrooms that are not yet solidified.
To achieve this major goal, comprehensive solutions are needed, in which the State still plays a leading role and mobilizing social resources is extremely important.
There are still tens of thousands of classrooms that are "as good as non-existent"
The head of the education sector expressed that the whole sector is always concerned about this issue. This is both a demonstration of common social responsibility, towards social equality, educational equality, ...
“We often talk about the tradition of valuing education, loving learning, and cultural traditions. These traditional values are real and very proud. They are reflected in many factors such as: the number of people going to school, the spirit of learning, respect for teachers, etc. But a country that values education and loves learning also needs to be reflected in spacious schools with the minimum necessary for teachers to work and students to study. This is not a favor or priority at any level, but a minimum and natural requirement to maintain the minimum activities of teaching and learning.
How can we feel at ease living in our sturdy and warm homes, while thousands of children in the northern mountainous provinces have to trek dozens of kilometers of forest and mountain roads just to get to school and study in temporary classrooms, with cold winds blowing through.
How can we feel secure working in comfortable, sturdy, even splendid offices when the whole country still has tens of thousands of classrooms and public housing that are still in a makeshift state, having them is like not having them, not having them but still having them?" Minister Nguyen Kim Son shared.
In the coming time, Mr. Kim Son said that he will continue to advise the Government in developing a public investment program to achieve the goal of solidifying 100% of schools by 2030, promoting funding from national target programs, other projects and tasks. The Ministry will also review policies to promote the socialization of education to attract more social resources for this.
The Ministry of Education and Training recommends that localities review and re-plan their school networks, ensuring focused and effective investment to avoid wasting resources. At the same time, continue to encourage public-private partnership models in education to optimize resources from the private sector.
