Checking urban rules at district and ward levels to be streamlined and operate effectively

Son Tra District People's Committee said that after 6 years of implementation, the organization of the urban regulation force has been gradually streamlined, professionalized, professional qualifications have been raised, and organized uniformly from district to ward level; ensuring effectiveness and efficiency in completing the task of managing and handling urban order and construction in the new situation.

Accordingly, in the field of urban order and sidewalk order, the law enforcement force maintains work from 7:00 a.m. to 11:00 p.m. every day; more than 60% of roads, alleys, and lanes have restored sidewalk order.

The Urban Regulation Inspection Team organized more than 2,700 campaigns, explaining and propagating to many cases, thereby issuing 655 decisions to sanction administrative violations with a total fine of more than 251 million VND.

In the field of construction order, the inspection force checks and handles 100% of projects and works under its authority; guides investors, contractors, organizations and individuals participating in construction works on construction laws and related regulations.

Specifically, 3,600 construction site inspections were organized and 268 decisions were issued to sanction administrative violations in the construction sector with a total fine of nearly 7.8 billion VND.

The urban regulations force maintains a working relationship with the departments, agencies and branches of the district, the People's Committees of the wards; at the same time, advises the District People's Committee to implement regulations, decentralization, delegation of authority, and guidance on procedures in performing professional functions and tasks between the city's departments, agencies and branches such as the Department of Construction, Department of Transport, Department of Natural Resources and Environment... and other relevant functional units such as the Management Board of Son Tra Peninsula and Da Nang tourist beaches, Son Tra - Ngu Hanh Son Inter-district Forest Protection Department...

However, besides the positive aspects, there are still some shortcomings and limitations such as the current task force is still thin and cannot handle all violations at the same time; there are still roads where sidewalk encroachment recurs after being handled by the authorities.

On the other hand, the officers in charge do not have enough professional expertise to conduct comprehensive inspections at large projects and works such as level I and special level works.

In order for the urban regulation force to operate more completely, the People's Committee of Son Tra district proposed that the City People's Committee continue to research and supplement the State management responsibilities... to perfect the District Urban Regulation Inspection Team and the Ward Urban Regulation Inspection Team in the coming time.

Thereby directing the competent authorities to study and clearly define the responsibility of State management of construction activities of the District Urban Management Department and the handling of construction order of the District Urban Rules Inspection Team in regulating the authority to handle violations of management, housing development, apartment buildings, and real estate business conditions in the city according to regulations...
