On November 15, the Investigation Police Agency of Ba Ria - Vung Tau Provincial Police prosecuted Mr. Nguyen Van Hai (born 1970), Director of the Department of Natural Resources and Environment of Ba Ria - Vung Tau province.

The defendant was investigated for violating regulations on land management and was released on bail. Mr. Hai's actions occurred in 2014, when he was still Vice Chairman of the People's Committee of Dat Do District, Ba Ria - Vung Tau Province.

According to the investigation results, during his tenure as Vice Chairman of the People's Committee of Dat Do district, Mr. Hai was involved in land allocation with land use fees collected without auction, to the wrong subjects, causing damage to the State.

Regarding this incident, in April 2022, the Ministry of Public Security's Investigation Police Agency initiated a criminal case of Abusing position and power while performing official duties at the People's Committee of Dat Do district and related units.

The Ministry of Public Security's Investigation Police Agency executed the order to prosecute Mr. Ta Van Buu (former member of the Standing Committee of the District Party Committee, Vice Chairman of the People's Committee of Dat Do District for the 2010-2015 term, former Deputy Secretary of the District Party Committee, Chairman of the People's Committee of Dat Do District for the 2015-2020 term; Mr. Huynh Van Phi, Chairman of the Labor Federation of Dat Do District, former Chairman of the District People's Council; Mr. Tran Ngoc Hung, Deputy Head of the Department of Mineral Resources of the Provincial Department of Natural Resources and Environment, former Deputy Head of the Department of Natural Resources and Environment of Dat Do District.

In 2014, the Dat Do District Party Committee, Ba Ria - Vung Tau Province, agreed with the proposal of the District People's Committee to allocate residential land in Phuoc Hoi Commune to many subjects in the form of collecting land use fees. In the process of implementing this policy, the government allocated more than 230 plots of land.

The authorities of Ba Ria - Vung Tau province discovered that this land allocation was against regulations and to the wrong subjects. Therefore, Ba Ria - Vung Tau province requested the authorities to remedy the consequences by reclaiming the allocated land.

Mr. Nguyen Van Hai was appointed Director of the Department of Natural Resources and Environment in July 2020. Previously, he worked as Chief of Office of the Provincial People's Committee and Chief Inspector of Ba Ria - Vung Tau province.
