Groundbreaking ceremony of Hoang Ninh Ecolife social housing project

The project is built on an area of 2.65 hectares, including 3 apartment blocks (2 social housing buildings 18 floors high; 1 commercial building 18 floors high). In addition, there are also auxiliary works such as: 2 4-storey parking garages, flower gardens, trees, walking paths, and lawns to serve the residents in the project.

Provincial leaders gave the order to start the project.

The project provides 870 apartments, with a total floor area of approximately 63,270 m2; of which, 670 are social housing apartments, with a floor area of approximately 44,800 m2, 200 are commercial apartments, with a floor area of approximately 18,470 m2. The project meets the housing needs of approximately 3,000 people with a total investment of nearly 700 billion VND. According to the plan, the project is scheduled to be completed by the end of 2026.

Speaking at the groundbreaking ceremony, Comrade Vuong Quoc Tuan informed the delegates about some socio -economic development results in the first 7 months of 2025; the expected investment promotion conference and granting of investment certificates to enterprises; the province's social housing development program in recent years. In particular, he emphasized that in the period of 2022 - 2030, Bac Ninh province was assigned by the Government to develop 147,000 social housing units, accounting for 14.7% of the total social housing development target nationwide. This figure demonstrates the Government's expectation and trust in the potential, development space and population size of the province, and affirms that Bac Ninh will become one of the localities with large social housing development in the country.

However, this is also a very heavy task that requires determination and efforts of the entire political system to complete. In the past time, the province has closely directed and created maximum conditions for enterprises to implement social housing projects. Up to now, the whole province has been implementing 71 social housing projects with an area of 255 hectares, when completed, it will meet more than 9.12 million square meters of floor space with more than 102 thousand apartments, equivalent to 400 thousand people living in social housing projects; In the first 6 months of the year, the whole province completed more than 8 thousand apartments, completing 51% of the plan assigned by the Government in 2025.

To achieve the goal of developing social housing in 2025 and the following years, departments and branches need to continue to survey, plan, and develop other social housing projects to meet the targets assigned by the Government . At the same time, apply the "green channel", create support mechanisms, and quickly resolve procedures for implementing social housing projects...

Regarding the Hoang Ninh Ecolife social housing project, the Chairman of the Provincial People's Committee highly appreciated the determination and efforts of the investor, the participation of the local government, especially the support and consensus of households with cleared land areas. With the implementation of model apartments and accompanying social and technical infrastructure facilities, it shows that this is a well-implemented project, meeting the basic needs of residents.

In order for the project to be completed soon and become a typical project in terms of progress and quality, contributing positively to the socio-economic development of the province, comrade Vuong Quoc Tuan requested the investor to focus on human resources, material resources and means to construct the project with quality, safety, and aesthetics; speed up the progress, strive to complete the project on September 2, 2026 and put it into operation in October 2026.

Banks and credit institutions create the most favorable conditions for investors to access preferential credit capital to accelerate project progress. The Social Policy Bank coordinates with units to create the most favorable conditions for people to access credit in the process of buying a house and paying in installments. Trade unions, the Fatherland Front and other organizations are interested in disseminating and informing about social housing projects so that people who are eligible to buy houses can easily access the project.
