Inauguration of two support projects of the Vietnamese Ministry of Public Security in Laos

Speaking at the inauguration ceremony of the Drug Rehabilitation Center in Vientiane, Vietnamese Minister of Public Security Luong Tam Quang said that the project was built with a scale to meet the treatment and rehabilitation needs of about 500 addicts, along with working space for 70 management staff. In parallel with the construction process, the Vietnamese Ministry of Public Security has also coordinated with the Ministry of Health to organize professional training courses for Lao officials to improve the center's operational capacity. When put into operation, the center will make an important contribution to the effective management of addicts, gradually reducing the rate of relapse, creating conditions for post-rehabilitation addicts to reintegrate into the community and stabilize their lives.

Lao Minister of Public Security Vilay Lakhamphong highly appreciated the significance of the project, emphasizing that it will be a model in the treatment and rehabilitation of drug addicts in Laos. He affirmed that the center not only has practical social value but is also a vivid symbol of the traditional friendship, special solidarity and comprehensive cooperation between the two Parties, two States and the police forces of the two countries. The Minister also expressed his deep gratitude to the Party, Government and Ministry of Public Security of Vietnam for providing Laos with practical and effective support; he hopes to continue receiving experience sharing and technical support, especially in training officers, to enhance the effectiveness of the Lao security forces in the coming time.

On the same day, the two Ministers attended the inauguration ceremony of the Population Management and Citizen Identification System, funded by the Vietnamese Ministry of Public Security, to support Laos in building a modern administration. Speaking at the event, Minister Luong Tam Quang said that since the time the General Secretaries of the two countries pressed the button to start the project, the police forces of the two countries have closely coordinated to implement investment procedures, detailed design, contractor selection, establishment of a Steering Committee and construction of a legal corridor to serve the project. To date, the system has achieved a population data digitization rate of about 55%.

The Minister of Public Security of Vietnam praised the spirit of effort and the will to overcome difficulties of the officers and soldiers of the two countries directly involved in the implementation process. He also thanked the ministries and branches of Laos for their support and creating conditions for the project to achieve initial results. However, he emphasized that the launch of the system is only the beginning. In the coming time, the two sides need to continue to complete the infrastructure, transmission system, install synchronous machinery and equipment from the central to local levels, ensuring that citizen data meets the criteria of "correct, sufficient, clean, and alive". At the same time, deploy the issuance of chip-embedded citizen identification cards nationwide, integrating utilities to serve administrative reform and state management.

At the ceremonies, Minister Vilay Lakhamphong awarded certificates of merit to groups with outstanding achievements in implementing the two projects. The Vietnamese Ministry of Public Security also presented the Lao Ministry of Public Security with a number of vehicles for public security work, especially for the police force on duty in the villages bordering Vietnam.
