In August 2025, Khanh Hoa Provincial People's Committee decided to assign the investor without bidding for the case of OXH02 social housing project in Nha Trang ward.
Previously, in June 2025, Khanh Hoa Provincial People's Committee issued Decision No. 1704/QD-UBND approving the investment policy of the OXH02 social housing project.
The Decision of Khanh Hoa Provincial People's Committee is based on Resolution 201/2025/NQ-QH15 of the National Assembly ; Decree No. 192/2025/ND-CP of the Government detailing a number of articles and measures to implement Resolution No. 201/2025/QH15 of the National Assembly on piloting a number of specific mechanisms and policies for social housing development.
According to Decree No. 192/2025/ND-CP: for social housing projects and housing for the people's armed forces that do not use public investment capital, the assignment of investors and approval of investment policies can be carried out simultaneously and without bidding.
Specifically, the Provincial People's Committee decided to approve the assignment of the investor, Minh Ngoc Urban Development and Construction Investment Joint Stock Company (representing the joint venture with Delta V Construction and Technology Application Joint Stock Company) to implement the OXH02 Social Housing Project on a land area of more than 13,027m2 (at the planning block OXH02 and neighboring areas, No. 10 Truong Son Street, Nha Trang Ward).
The total investment capital of the project is over VND 2,201 billion; the investment scale is 1,540 apartments (including 1,215 social housing apartments and 325 commercial apartments) serving the needs of about 4,000 people. The project is expected to be completed and handed over by the end of the second quarter of 2027, putting the project into use.
Khanh Hoa province aims to complete 10,088 social housing units in the 2025-2030 period, of which at least 2,846 units will be completed in 2025. According to statistics, by the end of July 2025, only about 302 social housing units have been completed in the province.
