The Standing Committee of Ha Tinh Provincial Party Committee directed not to assign labor contract quotas according to Decree No. 68/2000/ND-CP dated November 17, 2000 of the Government in the annual staffing plan of the political system from 2024.

Considering the proposal of the Party Committee of the Provincial People's Committee in Submission No. 55-TTr/BCS dated March 28, 2023 and the proposal of the Working Group assisting the Provincial Party Committee on the management of the payroll of the political system from the province to the grassroots level regarding labor contracts in administrative agencies and public service units, at the conference on June 5, 2023, the Provincial Party Committee unanimously concluded: Implementing the payroll policy assigned for the period 2022 - 2026 does not include contract workers. Do not assign labor contract quotas according to Decree No. 68/2000/ND-CP in the annual payroll plan of the political system from 2024.
The Party Committee of the Provincial People's Committee directs relevant agencies to advise the Provincial People's Council on the assignment of the number of contracts to perform support and service work according to Decree No. 111/2022/ND-CP dated December 30, 2022 of the Government in administrative agencies and public service units under the Government and locality.
The Provincial Party Committee's Organizing Committee advises on the number of labor contracts of the Party Bloc, the Fatherland Front and socio-political organizations in the annual plan to have a basis for arranging funds from the budget to pay benefits for contract workers according to regulations.
Contract workers in the coming time will continue to perform stably as assigned in 2023. The source of funding for labor contract payments is balanced within the allocated state budget estimate and other legal funding sources to pay salaries and policies for employees according to regulations.
