The JICA project will be implemented over 4 years from 2024-2027, with the first two years focusing on patents and the next two years focusing on trademarks. To manage and implement the JICA project, Mr. Ogawa Akira, Japan International Cooperation Agency (JICA) will work at the National Office of Intellectual Property for the first two years. The National Office of Intellectual Property also established a Project Management Board headed by Mr. Tran Le Hong, Deputy Director General, as Project Director, and a Patent Working Group of 10 members headed by the Director of the Patent Examination Center.

In order to improve the management method of patent application examination, JICA experts will coordinate with the Patent Working Group to conduct three surveys to analyze unreasonable points in the patent application processing process of the National Office of Intellectual Property and propose solutions to improve the process. With the goal of developing regulations for examining patent applications related to new technologies in the fields of biology and medicine, the Patent Working Group continues to study the patent examination regulations of foreign intellectual property agencies such as Japan, the United States, Europe, China, Korea, etc. On that basis, in 2025, the Working Group will coordinate with JICA experts to propose the content and method of writing documents guiding the examination of patent applications in the fields of biotechnology and medicine in accordance with Vietnamese law; continue to implement related activities, ensuring the goal of improving the skills of examining patent applications in the fields of biotechnology and medicine. It is expected that in the second quarter of 2025, the Working Group will complete and seek opinions from experts and relevant units to submit for approval the documents guiding the examination of patents in biotechnology and medicine.
Appreciating the efforts of JICA experts in coordinating the implementation of activities in the patent component, Mr. Tran Le Hong suggested that the Project should develop a plan for both phases and each year, strengthen the reporting and information sharing mechanism between the Project Management Board, the Working Group and experts as well as consider the participation of relevant entities in the Project activities on the basis of balancing resources so that the Project can achieve the set results.
