Accordingly, the draft includes 4 chapters and 18 articles regulating the conversion of crop structure on rice land, converting specialized rice land to non-agricultural use; support policies to protect and develop rice land, funding for reclamation and restoration of unused land into specialized rice land... The purpose of issuing this decree is to perfect the legal basis for the management and use of rice land according to the provisions of the 2024 Land Law, thereby overcoming difficulties and obstacles, ensuring the legitimate rights and interests of organizations and individuals with rice land areas.

Based on the draft presented at the meeting, the majority of delegates highly agreed on the necessity of issuing the decree; at the same time, they requested the drafting agency to clarify some words and contents of regulations on the level, scale of area; applicable subjects, and balanced budget support sources from the central and local levels to maintain and expand high-yield and high-quality rice growing areas.

Concluding the meeting, Deputy Prime Minister Tran Hong Ha emphasized that the drafting of the decree must be consistent and unified with the 2024 Land Law and other relevant laws. He requested the Ministry of Agriculture and Rural Development to continue to synthesize, review and supplement comments at the meeting, especially the content of regulations on the scale of high-quality rice growing area associated with capital support policies, investment in irrigation infrastructure and application of science and technology in production. At the same time, organize surveys and assess the current status of rice land use in localities to include in the decree, and promptly submit it to the Government for consideration and approval.
