Attending the Conference were Deputy Ministers: Trieu Van Cuong, Vu Chien Thang, Truong Hai Long; leaders, representatives of leaders of units under and directly under the Ministry of Home Affairs; representatives of the Standing Committee of the Party Committee of the Ministry; Office of the Party Committee of the Ministry; representatives of the Youth Union of the Ministry.

Reporting at the Conference, Chief of Office of the Ministry Vu Dang Minh said that in October, the total number of documents to the Ministry of Home Affairs from October 1, 2024 to October 31, 2024 was 3,629, of which 287 documents required responses, 170 documents have been responded to so far, 117 documents have not yet reached the response deadline and there are no overdue documents that have not been responded to.

In October 2024, the competent authority assigned 149 tasks, of which 137 tasks were completed (91.9%).

Regarding the response to questions from National Assembly deputies and voters' recommendations, up to now, the Ministry of Home Affairs has completed responding to 129/129 voters' recommendations sent before and after the 7th session of the 15th National Assembly. Currently, the Ministry of Home Affairs has not received any questions from National Assembly deputies or voters' recommendations sent before the 8th session of the 15th National Assembly.

Regarding the results of administrative reform, in October 2024, the Ministry of Home Affairs implemented the plan to decentralize 06 administrative procedures on associations under the authority of the Chairman of the Provincial People's Committee to the Chairman of the District People's Committee. Accordingly, the Ministry of Home Affairs has completed the implementation of the decentralization plan for 39/55 administrative procedures; 16/55 administrative procedures are continuing to implement the decentralization plan according to Decision No. 1015/QD-TTg dated August 30, 2022 of the Prime Minister.

Regarding the results of implementing the digital transformation task, we have focused on basically completing the data update feature for: Association and non-governmental organization database and training and fostering database; continuing to update the database on organizations and staffing apparatus.

Organize work, exchange and reach agreement between the Ministry of Home Affairs, the Ministry of Public Security and the Ministry of Information and Communications on the dossier proposing the development of a Decree on support regime for cadres, civil servants and public employees working full-time on digital transformation, network safety and security.

Support, guide, and urge units with information system software to connect with the Intelligent Operations Center (IOC) of the Ministry of Home Affairs. Up to now, 09 software have been officially connected and are synchronizing data to the IOC; 06 software have not been officially connected to the IOC.

In general, in October 2024, despite the large workload, under the close and drastic direction of the Minister and Deputy Ministers, together with the efforts and determination of the units, the Ministry of Home Affairs focused on completing 91.9% of the assigned tasks.

Regarding institutional work, the Ministry submitted to the Politburo the Project to summarize the implementation of Directive No. 34-CT/TW; submitted to the National Assembly the dossier and project to establish Hue City under the central government; the Project on organizing urban government in Hai Phong City at the 8th session of the 15th National Assembly; submitted to the National Assembly Standing Committee for approval of 36 Resolutions (34 Resolutions on the arrangement of administrative units at district and commune levels); submitted to the Government and the Prime Minister to issue 02 Decrees, 33 Resolutions, 05 Decisions, 01 Directive; the Minister issued under his authority 01 Circular, 02 Consolidated Documents.

In addition, the Ministry has advised the Government and the Prime Minister to consolidate 03 Steering Committees and 01 Council: Steering Committee for innovation and reorganization of the Ministry's apparatus, ministerial-level agencies, and agencies under the Government; Steering Committee for summarizing 20 years of implementing the Government's organizational model; Steering Committee for administrative reform of the Government and the Central Emulation and Reward Council.

Well advised on the content of serving the Minister attending the working delegation of the General Secretary and President to visit Mongolia and Ireland at the State level, and to attend the 19th Francophone Summit; at the same time, signed a cooperation agreement between the Vietnamese Ministry of Home Affairs and the French Ministry of Public Service, Simplification and Transformation of Public Services for the period 2025 - 2028.

Advise on content, documents and prepare necessary conditions for the Minister to attend the 8th Session of the 15th National Assembly and work with the Supervisory Delegation of the National Assembly's Ethnic Council on the implementation status and results of policies and laws on personnel work for ethnic minority cadres in the period 2016 - 2023.

Completed the appraisal of the Project on rearranging district and commune-level administrative units for the period 2023 - 2025 for 51/54 localities implementing the rearrangement.

Submit to the Minister for promulgation the Regulations on appointment, reappointment, resignation, removal from office, dismissal, rotation of civil servants, leaders, managers, and dispatch, secondment of civil servants, officials of the Ministry of Home Affairs and Guidelines for Rewarding outstanding achievements in the peak emulation period "500 days and nights of emulation to complete 3,000km of expressway".

At the Conference, Deputy Minister Trieu Van Cuong, Deputy Minister Vu Chien Thang and leaders of units under the Ministry gave their opinions to complete the draft Report on the results of the October work tasks; at the same time, contributed many opinions and solutions to effectively implement the November 2024 work tasks of the Ministry of Home Affairs.

Concluding the Conference, Minister Pham Thi Thanh Tra highly appreciated the results achieved in October; at the same time, reviewed some outstanding results achieved such as: appraising and submitting to competent authorities the Projects on rearranging administrative units at district and commune levels; carefully preparing the contents for the 8th Session of the National Assembly; a number of tasks related to institutions;... However, the Minister also frankly pointed out the shortcomings and limitations that need to be focused on overcoming in the coming time.

The Minister requested that leaders of units need to absorb the opinions of Deputy Minister Trieu Van Cuong and Deputy Minister Vu Chien Thang to effectively implement the tasks of November and the last month of 2024.

Regarding the tasks of November 2024, in addition to the tasks set out in the draft Report, the Minister emphasized and requested the units under the Ministry to focus on completing the documents related to the completion of the issuance of legal documents in 2024:

Complete 04 dossiers proposing the development of laws: Law on Non-Governmental Organizations; Law on Organization of Local Government; Law on Cadres, Civil Servants and Law on Public Employees according to new thinking, in the right direction and ensuring the principles of decentralization, delegation of power and administrative procedure reform; finalize submitting to the Government for promulgation 07 Decrees and submitting to the Minister for promulgation under authority 08 Circulars.

Actively coordinate with the Law Committee to complete all Projects to submit to the National Assembly Standing Committee for approval of the Resolution on the arrangement of administrative units at district and commune levels.

Synthesize and report on the implementation results of Resolution No. 18-NQ/TW and Resolution No. 19-NQ/TW.

Review and guide new issues in relevant amendments and Decrees; urgently complete the overall assessment report on basic salary adjustment, focusing on the advantages, shortcomings, difficulties and problems of some subjects to advise and propose solutions; urge relevant ministries, branches and localities to implement special financial and income mechanisms, coordinate with the Ministry of Finance to advise and propose solutions.

Strengthening the management of the field of religion and belief in the current situation, closely, specifically, thoroughly, firmly, cautiously, flexibly, and softly but effectively.

Proactively review and remove all difficulties and obstacles related to emulation and rewards in the spirit of cutting and simplifying administrative procedures.

Comprehensively deploy all tasks according to Document No. 6126/BNV-VP and additional tasks, try to prepare well for the 2024 year-end summary and build the 2025 program and plan in a specific manner, not in general terms but expressed in products, all work is measurable and used as a basis for assessment and classification; focus on building the 2025 Work Program, self-summarizing and evaluating the implementation of tasks in 2024 to prepare for the Ministry's general synthesis, then synthesizing the whole Industry.

Assign the Ministry's Office to develop a sample outline to guide ministries, branches and localities to report the summary in a unified and synchronous manner; prepare content to guide localities on how to organize summary conferences within their localities, advise and deploy tasks, especially orienting some key tasks in 2025.

Review public investment and public investment preparation work in 2025, immediately finalize disbursement in 2024; urgently supplement phase 2 of digital transformation and closely prepare for public investment in 2025, especially the period 2026 - 2031.

Prepare well and thoroughly for Party congresses at all levels: documents, content, specific plans, etc.

Do a good job of digital transformation, assign the Digital Transformation Working Group to provide detailed and specific advice to implement the remaining tasks from now until the end of 2024; operate the Smart Operations Center and complete the National Database on cadres, civil servants and public employees for synchronous connection.
