At the Conference, Vice President - General Secretary of the Central Committee of the Vietnam Fatherland Front Nguyen Thi Thu Ha thoroughly implemented the contents of the Resolution of the 10th National Congress of Delegates of the Vietnam Fatherland Front, term 2024-2029; Vice President To Thi Bich Chau thoroughly implemented a number of issues on the amended and supplemented Charter of the Vietnam Fatherland Front.

Informing the Conference about the basic contents of the Resolution of the 10th National Congress of the Vietnam Fatherland Front for the 2024-2029 term, Vice President - General Secretary Nguyen Thi Thu Ha said that regarding the direction for the 2024-2029 term, it is necessary to continue to strengthen the core political role and responsibility of the Vietnam Fatherland Front in building the great national unity bloc, promoting socialist democracy, and exercising the people's mastery;

In addition, promote emulation in studying, creative work, promote all potentials and resources among the people, create motivation for rapid and sustainable development of the country, improve the material and spiritual life of the people; Continue to innovate the content and methods of operation so that the Fatherland Front is truly a political alliance, voluntary union; ensure consultation, coordination and unified action with member organizations; Play a good role as a bridge between the Party, the State and the people; Build and consolidate the system of the Vietnam Fatherland Front, strongly oriented towards the grassroots, close to the people, accompanying the people; promote the role of member organizations, Advisory Councils, experts, scientists to contribute to the country entering a new era - the era of national development.

The goals for the 2024-2029 term include: Streamlining the organizational structure, innovating the content and methods of operation of the Vietnam Fatherland Front; Diversifying forms and methods of gathering and mobilizing people, focusing on the grassroots and residential areas; Well performing the function of being the political base of the people's government, representing and protecting the legitimate and legal rights and interests of the people; The core role for the people to be the masters and owners; Strengthening social supervision and criticism; proactively and actively participating in Party and State building, preventing corruption, waste and negativity; Strengthening consensus, promoting campaigns and emulation movements; Strongly promoting all resources, potentials and creativity of the people in the cause of building and defending the Fatherland.

Emphasizing the 6 action programs for the 2024-2029 term, Vice President - General Secretary Nguyen Thi Thu Ha said that Program 4 "Promoting the role of mastery and self-management of the people, building a united, prosperous and happy residential area" is a new point in the term, with political, legal and practical bases including: Platform for national construction in the transition period to socialism (Supplemented and developed in 2011); Resolutions of the 12th and 13th National Congresses of the Party; Resolution No. 18-NQ/TW, dated October 25, 2017, the 6th Conference of the 12th Party Central Committee "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined, effective and efficient"; Resolution No. 43-NQ/TW, dated November 24, 2023, the 8th Conference of the 13th Party Central Committee on Continuing to promote the tradition and strength of great national unity, building our country to be increasingly prosperous and happy....

Some specific targets to implement Action Program No. 4: Every year, each residential area has at least 1 specific project or task; every year, strive for most residential areas to organize the National Great Unity Day; every year, the Residential Area Front Work Committee gives comments to the Party cell committee and village chief, and residential group leader; during the term, strive for 100% of residential areas to have self-management models and activities; every year, at least 95% of Front Work Committee Heads are trained in knowledge and skills of Front work.

Also according to Vice President - General Secretary Nguyen Thi Thu Ha, currently, the Standing Committee of the Central Committee of the Vietnam Fatherland Front is drafting a Guide to implementing Program 4 associated with the Movement to build Cultural Residential Areas in the direction of: building a united, prosperous, and happy residential area on the foundation of a cultural residential area with the role of the Front (promoting the spirit of self-management and participation of the people); a united, prosperous, and happy residential area is a higher residential area than a cultural residential area...

With that meaning, Vice President - General Secretary Nguyen Thi Thu Ha suggested that delegates focus on discussing the content of Action Program No. 4 on tasks and solutions to implement the Program; assessment framework or specific assessment criteria and some other discussion contents.

The conference also discussed, discussed, commented and reflected on the contents related to the implementation of Regulation No. 212-QD/TW dated December 30, 2019 of the Secretariat; Draft Guidelines for implementing the action program "Promoting the role of mastery and self-management of the people, building a united, prosperous and happy residential area"; Receiving, allocating, managing and using funds to support people affected by storm No. 3; Implementing the emulation movement "Joining hands to eliminate temporary and dilapidated houses nationwide in 2025" in localities.
