On the afternoon of September 23, the Central Committee of the Vietnam Fatherland Front (VFF) held an online meeting with 26 localities on supporting people affected by storm No. 3. Comrade Do Van Chien, Politburo member, Secretary of the Party Central Committee, Chairman of the VFF Central Committee chaired the meeting.
Attending the meeting at the provincial bridge were comrades: Hoang Van Thach, Provincial Party Committee member, Vice Chairman of the Provincial People's Committee; Vu Dinh Quang, Provincial Party Committee member, Chairman of the Provincial Fatherland Front Committee, Head of the Provincial Relief Mobilization Committee; leaders of a number of departments and branches.
As of 5:00 p.m. on September 22, the Central Relief Mobilization Committee had received a total of VND1,656 billion; it had allocated a total of VND1,035 billion in two batches to localities. According to a preliminary summary, for the 26 localities affected by storm No. 3, as of September 19, the provincial Relief Mobilization Committees of the 26 localities had received over VND1,654 billion.
For 37 localities not directly affected by storm No. 3, as of 5:00 p.m. on September 22, localities have organized calls and mobilized to support the damaged northern provinces with an amount of over 941 billion VND.
In the coming time, the Central Relief Mobilization Committee will coordinate with relevant ministries, branches and agencies based on the damage situation of localities, continue to allocate and support mobilization funds for localities; publicize contributions and support on mass media; conduct inspection and supervision of the management and use of support sources from the Central Government and other mobilized sources in localities.
Speaking at the meeting, Chairman of the Provincial Fatherland Front Committee Vu Dinh Quang said: As of September 20, the Provincial Fatherland Front Committee has received over 140 billion VND, nearly 130 tons of rice, over 288 tons of necessities. It has supported 52 households with deceased victims with 520 million VND; supported 19 injured people with 95 million VND; allocated 2 billion 240 million VND to 32 households whose houses were completely collapsed in Nguyen Binh district; allocated nearly 57 tons of rice, over 222 tons of necessities to people in areas damaged by storm No. 3.
Cao Bang Province proposed that the Standing Committee of the Central Committee of the Vietnam Fatherland Front continue to report to the Government, the Prime Minister and relevant ministries and branches to consider and support funding to repair houses damaged by landslides and floods; funding to restore agricultural production, crops and livestock damaged, with a total budget of 140 billion VND; support funding to urgently repair damaged infrastructure works (transportation, education, health, etc.), with a total budget of 600 billion VND; support emergency handling and prevention of riverbank landslides, including 2 projects with a total budget of 400 billion VND.
Speaking at the meeting, Vice Chairman of the Provincial People's Committee Hoang Van Thach shared: The damage caused to Cao Bang province by storm No. 3 was huge, both in terms of people and property, estimated at about 1,530 billion VND. The province has seriously implemented the Prime Minister's instructions, organized conferences to discuss and agree on measures to strengthen search and rescue work, and support people to overcome the consequences of natural disasters. In particular, priority was given to 62 completely damaged houses; hundreds of houses at high risk of landslides were immediately relocated, ensuring the safety of people's lives. In the coming time, the province looks forward to receiving direction, guidance and support from the Central Government. The province continues to propose solutions to promptly overcome the consequences of natural disasters, ensuring the stability of people's lives, rebuilding livelihoods, stabilizing production, repairing and restoring infrastructure, etc.
Concluding the meeting, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien shared the difficulties and hardships of the provinces and the losses of people in the storm and flood. The Fatherland Front at all levels has tried together with Party committees and authorities to overcome the consequences to ensure the early stabilization of people's lives affected by natural disasters. He requested that provinces and cities continue to receive support and allocate resources in accordance with Decree No. 93 of the Government on mobilizing, receiving, distributing and using voluntary contributions to support overcoming difficulties caused by natural disasters, epidemics and incidents; supporting patients with serious illnesses. Specifically, in the allocation process, the principles of "collecting as much as there is, allocating as much as there is" must be followed; timely allocation, to the right subjects, used for the right purposes, effectively; publicly, transparently, directly to beneficiaries; no duplicate support, no receiving support twice on the same content.
The Relief Mobilization Committee is the unit that proposes and agrees with the government, under the supervision of the Party Committee. Priority in order: Support families with dead, missing, injured people; support food, food, drinking water for people who have lost their houses and property; build houses, prioritize collapsed houses, completely damaged houses first with a support level of at least 50 million VND/household for completely collapsed houses, severely damaged houses, damaged houses requiring repair at least 20 million VND/household; support poor students, students in difficulty due to floods who have lost all their books, learning tools, and cannot go to school; support production recovery, mainly support for plant and animal varieties.
The campaign to support people affected by storm No. 3 will run until December 9. The aid will be distributed no later than December 31.
The Provincial Fatherland Front Committees review the directive documents of the Party and State, the guidance documents of the Central Committee of the Vietnam Fatherland Front, and properly implement the regulations to help people as much as possible, as quickly and effectively as possible, avoiding loss, waste and negativity.
