Bac Ai is one of the poor districts in the country, and is also the only district in the province implementing Decision No. 70/2009/QD-TTg dated April 27, 2009 of the Prime Minister on the policy of rotating and strengthening key cadres for communes in 61 poor districts and preferential policies, encouraging the attraction of TTT, technical experts to join working groups in communes in poor districts according to Resolution No. 30a/2008/NQ-CP of the Government. This is determined to be a major policy, suitable to the actual situation of the locality. Therefore, based on the direction of the Provincial Party Committee and the Provincial People's Committee, in the past time, Bac Ai district has focused on directing branches and communes to focus on extensive propaganda work to create high consensus among cadres and people in the district.

At the same time, coordinate with the Department of Home Affairs to select 89 TTT team members to work under Project 30a, Project 600 commune vice chairmen and Project 500 TTT of the Government. Of which, there are 76 members under Program 30a, 4 members under Project 600 and 9 members under Project 500. Through the working process, the members were assigned tasks in accordance with their capacity and professional training, so they promoted their strengths, which are the spirit of vanguard, proactiveness, enthusiasm and responsibility in the assigned work. At the same time, the members have constantly observed and learned in the work of directing, managing, operating and implementing the work; proactively coordinated with the departments, branches and unions of the commune to organize propaganda and mobilize people to well implement the Party's policies and the State's laws. In particular, the contribution of TTT units to the planning of socio-economic development of communes, the conversion of crop and livestock structures, and changes in people's production methods, helping people escape poverty.

After graduating from Ho Chi Minh City University of Agriculture and Forestry in 2009, Mr. Nai Thanh An in Phuoc Huu commune (Ninh Phuoc) registered to work in the mountainous district of Bac Ai. He was assigned to work in Phuoc Thanh commune under the Government's Project 30a. After more than 10 years of working as an agricultural officer of the commune, with a sense of responsibility and enthusiasm for his work, he has applied the knowledge he learned to help the Raglai ethnic people apply it to production, increase crop and livestock productivity; helping many households improve their lives.

Mr. Mang Bich's family in Da Ba Cai village used to have a difficult life, only producing one crop in the rainy season with crops such as beans and corn. Since the commune mobilized people to change crops and livestock and Mr. An directly guided him on farming and livestock raising techniques, his family's economy has grown more and more. Currently, Mr. Bich's family has nearly 3 hectares of land for growing fruit trees and raising 12 breeding cows, earning nearly 100 million VND each year.

Over the past 10 years of implementing the project, the TTT force has contributed significantly to the socio-economic development of the locality, helping the poverty rate decrease by 5-6% each year, the intellectual level of the people has increased, and the political security situation has been maintained... Mr. Luu Ngoc Tan, Specialist of the Economic Infrastructure Department of Bac Ai district shared: Working in the mountainous district of Bac Ai, although the conditions are more difficult than other places, I always try to overcome difficulties and complete the assigned tasks well.

Mr. Thai Ba Tinh, Deputy Head of the Department of Internal Affairs of Bac Ai district, said: It can be affirmed that the TTT team working in localities in recent times is like a breath of fresh air bringing progressive and positive changes. With a spirit of enthusiastic work, combined with seriousness and good discipline, the TTT team has had many good and creative ways of doing things, especially in the work of propagating and mobilizing local people to implement the Party's policies and the State's laws. When the project ended, to continue to implement the arrangement of TTT units, the district also proposed and requested the provincial departments and branches to consider creating favorable conditions for young TTT units to participate in the examination for establishment when needed. At the same time, the district continued to review and implement the recruitment process for TTT units into civil servants and public employees according to regulations to create motivation to attract many TTT units to work in remote areas, contributing to the socio-economic development of Bac Ai district in particular and the province in general.
