The Standing Committee of Hai Phong City Party Committee and the Standing Committee of Hai Duong Provincial Party Committee have just issued Conclusion No. 555-KL/TUHP-TUHD on the construction of the Project to merge Hai Duong province and Hai Phong city; preparation work for the Congress of Hai Phong City Party Committee after the merger, term 2025 - 2030.

Unify the development of principles and criteria for arranging and assigning staff.

The conclusion agreed to continue to promote information, propaganda, dissemination, understanding, and grasping the situation of public opinion and people of the two localities on the implementation of the Central Government's policy to merge Hai Duong province and Hai Phong city, and the arrangement and reorganization of commune-level administrative units.

Basically agreed to approve the Coordination Plan between the Standing Committee of Hai Phong City Party Committee and the Standing Committee of Hai Duong Provincial Party Committee on the development and implementation of the Project to merge Hai Duong province and Hai Phong city.

Basically agree on the content of the draft Project to merge Hai Duong province and Hai Phong city. Assign the Party Committee of Hai Phong City People's Committee to preside over and continue to closely coordinate with the Party Committee of Hai Duong Province People's Committee to complete the draft Project, report to the Standing Committees of the two local Party Committees for approval; collect voters' opinions and implement the next steps according to regulations; ensure the completion of the Project to report to the Central Committee on schedule.

The Organizing Committee of Hai Phong City Party Committee shall preside over and coordinate with the Organizing Committee of Hai Duong Provincial Party Committee to advise on the development of principles and criteria for arranging and assigning cadres under the management of the Standing Committees of the two local Party Committees when merging, and report to the Standing Committees of the two local Party Committees for approval and implementation.

Regarding the development of the Project on merging specialized advisory agencies to assist the Party, People's Council, People's Committee, Vietnam Fatherland Front and socio-political organizations, mass associations assigned tasks by the Party and State of the two localities; establishing and merging grassroots Party Committees directly under the City Party Committee, Provincial Party Committee; the plan to merge the National Assembly Delegation..., the agencies and units of Hai Phong city are assigned to preside over and coordinate with the agencies and units of Hai Duong province to develop the project and plan; report to the Standing Committees of the Party Committees of the two localities for unanimous approval.

Research and invest in building a traffic route connecting Hai Duong City and Hai Phong

Regarding the arrangement of commune-level administrative units: Agree to reduce about 70% of the number of existing commune-level administrative units in the two localities; the arrangement of new commune-level administrative units must meet the conditions under Resolution No. 76/2025/UBTVQH15, dated April 14, 2025 of the National Assembly Standing Committee.

Basically agree on the orientation of arranging working headquarters, means of transport, housing for cadres, civil servants, public employees and workers of Hai Duong province according to the proposal of the Standing Committee of Hai Phong City Party Committee.

At the same time, agree on the policy of continuing to survey the needs, researching and supplementing the plan to arrange a reasonable proportion of cadres, civil servants and public employees to work simultaneously at the current administrative headquarters of Hai Duong province and at the Administrative - Political Center of Hai Phong city in the initial stage of merger; research and invest in building a traffic route connecting Hai Duong city and Hai Phong with a scale commensurate with the position and stature of Hai Phong city after merger to solve the travel needs of the people and the development orientation of the city in the future.

Assign the Hai Phong City Party Committee to preside over and coordinate with the Hai Duong Provincial Party Committee to propose specific plans, advise on adjustments and supplements to the public investment plan for the 2021-2025 period, and report to the Standing Committees of the two local Party Committees at the next meeting for urgent implementation.

Regarding the city's socio-economic development plan after the merger: Agree to assign the Hai Phong City People's Committee Party Committee to preside over and coordinate with the Hai Duong Provincial People's Committee Party Committee to study and develop the city's socio-economic development plan after the merger to ensure growth targets; at the same time, study and develop revenue and expenditure estimates and medium-term public investment plans for 2021 - 2025, public investment plans for 2025, ensuring the completion of socio-economic targets according to the direction of the Central Government.

Agree on preparations for the Hai Phong City Party Congress after the merger

Regarding the preparation work for the Political Report to be submitted to the Congress of Delegates of the Hai Phong City Party Committee after the merger, term 2025 - 2030, it is agreed to take the draft Political Report of the current Hai Phong City Party Committee as the basis for the two localities to supplement, update, and develop a joint report.

Agree to establish a Working Group to advise and assist the Standing Committees of the Party Committees of the two localities in the work of developing and implementing the Project to merge Hai Duong province and Hai Phong city; coordinating the organization of the Congress of Delegates of the Hai Phong City Party Committee after the merger, term 2025 - 2030 according to the directives of the Central Government and the Party Committees of the two localities; operating from April 22, 2025.

Unify direction on reviewing, checking and comparing the system of legal documents issued by the People's Council and People's Committee of Hai Duong province and Hai Phong city that are still in effect, especially documents related to specific regimes and policies, planning, investment, and specialized state management to propose adjustments or propose the abolition of overlapping, contradictory or no longer appropriate documents.

At the same time, review a number of policies newly issued by the Central Government, delegating authority to localities that have not yet been issued by the two localities to propose the development of a unified and synchronous system of legal documents applicable to the new administrative units.

Agree to review the organizational system and administrative procedure information between the two localities to ensure connection, synchronous and smooth operation between levels; develop a plan to integrate specialized databases, assign focal points, implementation roadmap and ensure information security. On that basis, adjust and consolidate the digital transformation plan, identify key tasks in the Action Plan to implement Resolution No. 57-NQ/TW, dated December 22, 2024 of the Politburo to apply to the new administrative unit.
