On the morning of April 4, at the 23rd meeting of the Provincial Party Executive Committee, the Provincial Party Standing Committee reported on the progress of implementing the conclusions of the Politburo and the Secretariat on the arrangement and organization of the apparatus in the political system; the expected progress of the arrangement of administrative units at the district and commune levels.

The Standing Committee of Hai Duong Provincial Party Committee has seriously implemented Conclusion No. 09-KL/BCĐ, dated November 24, 2024 of the Central Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW of the 12th Party Central Committee on a number of issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined, effective and efficient, and the Central's directions and conclusions on streamlining the apparatus.

With the determination of the entire political system, Hai Duong has achieved positive results in streamlining the organizational apparatus.

According to the report of the Provincial Party Standing Committee, compared to December 2024, by March 1, 2025, the Party agencies, the Vietnam Fatherland Front and socio-political organizations at the provincial level have reduced 3 Party Executive Committees and 8 Provincial Party Delegations; increased 1 Party Committee directly under the Provincial Party Committee due to the end of the activities of the Party Committee of the Provincial Agencies Bloc and the establishment of 2 Party Committees directly under the Provincial Party Committee; reduced 2 agencies directly under the Provincial Party Committee; reduced 2 departments, offices and equivalent units under the advisory and support agencies of the Provincial Party Committee.

Regarding the implementation of reducing leadership and management, the whole province has reduced 4 comrades of the Provincial Party Executive Committee who requested to retire before the age; reduced 4 comrades of leadership and management in the agencies advising and assisting the Provincial Party Committee who requested to retire before the age; reduced 2 comrades at the level of head to deputy level who are cadres under the management of the Provincial Party Standing Committee; reduced 5 comrades at the level of department head and equivalent to deputy level.

For Party agencies, the Fatherland Front and socio-political organizations at the district level, 12 staff agencies assisting the district-level Party Committee have been reduced due to the merger of the District Party Committee's Propaganda and Education Committee and the District Party Committee's Mass Mobilization Committee into the District Party Committee's Propaganda and Education Committee; 1 comrade who is a member of the Provincial Party Committee and Secretary of the District Party Committee has been reduced with an application for early retirement; 7 comrades have been reduced in leadership and management of staff agencies assisting the district-level Party Committee; 12 comrades have been reduced in heads of staff agencies assisting the district-level Party Committee; 1 civil servant has been reduced with an application for early retirement.

For the local government sector at the provincial level, 5 departments have been reduced due to the merger of 10 departments into 5 departments; 29 organizations under the department have been reduced; 6 public service units under the department have been reduced; 5 department directors and 29 department heads have been reduced; 1 department and sector leader has been reduced due to early retirement applications.

For the local government sector at the district level, the whole province reduced 24 departments due to the consolidation of departments; reduced 1 public service unit under the district People's Committee; reduced 24 department heads and equivalent positions under the district People's Committee. There are 27 leaders and managers at the department level under the district People's Committee who have submitted applications for early retirement.

By April 1, 2025, the Department of Home Affairs had coordinated with the Department of Finance to advise the Provincial People's Committee to resolve early retirement and termination of employment for 83 people according to Decree No. 67/2025/ND-CP, Decree 178/2024/ND-CP and Decree No. 177/2024/ND-CP of the Government.
