The People's Committee of Ha Tinh province has just issued a document directing provincial departments, branches and sectors; the Provincial Fatherland Front Committee; People's Committees of districts, cities and towns on the implementation of the Notice of Conclusion of Deputy Prime Minister Tran Luu Quang at the conference on national target programs.
Pursuant to Notice No. 335/TB-VPCP dated August 18, 2023 of the Government Office, the conclusion of Deputy Prime Minister Tran Luu Quang, Head of the Central Steering Committee for National Target Programs at the online conferences of the Central Steering Committee for National Target Programs for the period 2021 - 2025 with localities on the implementation of national target programs; in order to strive to achieve the highest results in implementing and disbursing the capital plan for 2022 and 2023 for national target programs, the Chairman of the Provincial People's Committee requested directors of departments, heads of branches, sectors, chairmen of People's Committees of districts, cities, towns, and investors to continue to focus on accelerating the progress of implementation and disbursement of capital sources for national target programs.
The Provincial People's Committee directed that it is necessary to synchronously implement management measures and strengthen the integration of capital sources to implement national target programs, ensuring concentrated, economical and effective use of capital.
In particular, it is necessary to focus on thoroughly grasping and drastically implementing the Government's resolutions, directives, telegrams, and instructions of the Prime Minister, Official Dispatch No. 555/TTg-QHDP dated June 16, 2023 of the Prime Minister on promoting the implementation of 3 national target programs. Strictly implement the tasks assigned by the Provincial People's Committee in Official Dispatch No. 3615/UBND-NL5 dated July 13, 2023 on implementing the Prime Minister's direction on promoting the implementation of 3 national target programs.
Urgently implement the contents according to Official Dispatch No. 3614/UBND-NL 5 dated July 13, 2023 of the Provincial People's Committee on the implementation of Decree No. 38/2023/ND-CP dated June 24, 2023 of the Government on amending and supplementing a number of articles of Decree No. 27/2022/ND-CP to promptly amend, supplement and complete documents on management and operation of national target programs in the province. Implement regulations on management, use and settlement of public funds from the State budget to implement national target programs for the period 2021-2025 according to the provisions of Circular No. 55/2023/TT-BTC dated August 15, 2023 of the Ministry of Finance.
All levels and sectors must enhance their responsibilities, focus on leadership and direction in implementing national target programs to ensure substance and effectiveness; focus on overcoming difficulties and obstacles to speed up implementation progress, ensuring the completion of set goals.
Standing agencies of national target programs coordinate with relevant departments, branches and localities to strengthen inspection and supervision work; propose solutions to promptly remove difficulties and obstacles for each project/content at the provincial and district levels; if necessary, advise on transferring capital sources according to regulations. Coordinate with working groups to inspect, urge, remove difficulties and obstacles, and promote disbursement of public investment capital in 2023 in a number of localities and units in the province according to Decision No. 1075/QD-UBND dated May 15, 2023 of the Provincial People's Committee, striving to disburse 100% of the planned capital for 2022 and at least 90% of the planned capital for 2023 assigned to implement national target programs.
Investors/units in charge of implementing projects and component sub-projects: speed up implementation progress, promptly complete investment procedures for projects expected to use central budget capital to implement national target programs in 2022 according to regulations; ensure disbursement of all planned capital for 2022 before December 31, 2023 (stipulated in Clause 5, Article 2 of Resolution No. 69/2022/QH15 dated November 11, 2022 of the National Assembly). Be responsible to the Provincial People's Committee and the Chairman of the Provincial People's Committee if the permitted extended planned capital for 2022 is not fully disbursed.
The Center for Rural Water Supply and Environmental Sanitation promptly completed the required documents and procedures, ensuring the disbursement of all capital assigned in Decision No. 2018/QD-UBND dated August 28, 2023 of the Provincial People's Committee.
The Management Board of Agricultural and Rural Development Construction Investment Projects directs the consulting unit to urgently complete the project dossier for water supply projects to submit to the Department of Construction for appraisal and report to the Provincial People's Committee for consideration and approval. Accelerate the implementation progress of 13 projects assigned as investors; promptly review the progress of project implementation, propose plans to transfer capital sources between projects (if any) before September 20, 2023.
The People's Committees of districts, cities and towns shall guide, urge and direct the People's Committees at the commune level and relevant units to effectively implement solutions to accelerate the progress of projects/work items with allocated capital; promptly accept and complete disbursement records for work items with completed volume, not focusing on payment at the end of the year.
Review the progress of project implementation, proactively transfer capital between projects (if any) according to authority before October 31, 2023. Be responsible to the Provincial People's Committee and the Chairman of the Provincial People's Committee if the entire capital plan for 2022 that is allowed to be extended is not fully disbursed. Synchronously implement management measures and strengthen the integration of capital sources to implement national target programs, ensuring the use of capital in a concentrated, economical and effective manner.
The Department of Planning and Investment shall preside over and coordinate with the standing agencies of the programs (Department of Agriculture and Rural Development, Department of Labor, Invalids and Social Affairs, Office of the Provincial People's Committee) to regularly monitor and urge departments, branches, units and localities to implement; promptly advise the Provincial People's Committee and the Provincial Steering Committee on solutions to speed up the implementation of the programs...
