The explanation session was also held to identify measures and roadmap to overcome existing shortcomings, limitations and difficulties to improve the effectiveness of State management in implementing planning and management work; investment and construction according to planning, land management, construction order in riverbank areas, outside the Red River and Duong River dykes in Hanoi.

According to the plan, the explanation includes: leadership, direction, implementation of documents of the Central Government and the City in planning, land management, construction order in riverbank areas, outside the dike in Hanoi;

Achievements, problems, difficulties, causes, responsibilities of all levels and sectors in management and implementation according to legal regulations, focusing on the implementation of planning and management, investment and construction according to the planning on both banks of the Red River and Duong River; management of dykes and flood escape corridors; land management, anti-encroachment, construction activities in areas outside the dykes;

Construction order management; licensing of individual housing construction; review of eligible and suitable parking areas; licensing of parking lots and route management; inspection, examination and handling of violations.

The scope of explanation is the organization of implementation of planning, land management, and construction order in riverbank areas, outside the Red River and Duong River dykes in Hanoi from 2021 to present.
