Gia Lai: Request to resolve and remove obstacles in a series of investment projects

Many public and non-budgetary investment projects in the western part of Gia Lai province are facing difficulties and problems in compensation for site clearance; land acquisition and leasing; land procedures and other legal issues.

The Office of the Gia Lai Provincial People's Committee has just announced the concluding opinion of Mr. Pham Anh Tuan, Chairman of the Provincial People's Committee, at the meeting to listen to reports on stuck projects in the Gia Lai Tay area on July 28, 2025.

The report of the Department of Finance and the Management Board of Construction Investment Projects of Gia Lai province has shown that there are still many shortcomings and limitations that need to be focused on to resolve and overcome related to investment projects in the western area of Gia Lai province.

Accordingly, for public investment projects, the construction progress of key projects has not been guaranteed according to the planned schedule; compensation and site clearance work is still slow and prolonged; the organizational structure is still lacking and has not been completed; the operating model has not met the requirements of managing the increased workload after receiving tasks from the previous district-level Construction Project Management Boards.

Meanwhile, some non-budgetary investment projects have been approved in principle but implementation is slow and prolonged compared to the first approved schedule.

Compensation, support, resettlement and site clearance at key projects are still slow and prolonged, but there is no definitive solution to create clean land, delays in completing procedures to organize land use rights auctions to select investors to implement the project, and lack of clean land with basic technical infrastructure to attract investment; leading to low revenue from land use in the western region of Gia Lai province in 2024 and 2025.

Troubleshooting for each project

In the concluding announcement, Mr. Pham Anh Tuan, Chairman of Gia Lai Provincial People's Committee requested the Department of Finance, the Provincial Construction Investment Project Management Board, departments, branches and localities to focus on resolving difficulties and obstacles; speed up the implementation of public investment projects and non-budget projects by the end of 2025 for the Gia Lai Tay region.

Specifically, for the Nguyen Van Linh Road Project and the Nguyen Van Linh Road Residential Area Technical Infrastructure Project, the Department of Finance was assigned to review and balance resources, propose budget allocation for the project to strive to complete compensation and site clearance in 2025; the Department of Agriculture and Environment, in coordination with localities, monitored, urged and took the lead in handling difficulties in site clearance.

Regarding the Eastern Economic Corridor Road Project, the Department of Agriculture and Environment presides over and works specifically with the People's Committee of Bien Ho Commune to guide the complete resolution of problems related to assets on land of 3 households; on that basis, the People's Committee of Bien Ho Commune is requested to urgently complete compensation and site clearance work before August 20, 2025.

The Provincial Construction Investment Project Management Board regularly monitors, urges, and directs construction units to develop specific implementation plans, accelerate construction progress, and ensure 100% disbursement of public investment capital by 2025.

For the 5 wind power projects that have not yet been put into operation, the Department of Industry and Trade, the Department of Finance, the Department of Agriculture and Environment, and relevant localities will proactively guide investors to prepare and complete relevant procedural documents to meet the operating conditions as soon as they receive approval from the Central agency.

It is known that 5 wind power projects have completed construction but have not been put into commercial operation, including Cho Long Wind Power Plant Project; Yang Trung Wind Power Plant Project; Ia Pech Wind Power Plant Project, Mountainous Development Wind Power Project, and Central Highlands Processing Wind Power Plant Project.

For industrial cluster projects and other investment projects, problems related to land use rights of the Vietnam Rubber Industry Group. The Department of Agriculture and Environment shall preside over the preparation of relevant contents, report and propose to the Provincial People's Committee to have a plan to work with the Vietnam Rubber Industry Group, the Ministry of Agriculture and Environment to discuss and agree on a plan to handle existing problems and difficulties, creating conditions for handing over clean land to investors to implement projects in the area.

At the same time, the Department of Agriculture and Environment proactively coordinated and discussed with the Vietnam Rubber Industry Group on supporting investment and land procedures in accordance with the orientation of converting fields, production and business, restructuring plans and investment development of the group.

For the CK54 Urban Area Project, the Department of Finance, the Department of Agriculture and Environment, the People's Committee of Pleiku Ward and relevant agencies monitor and urge the completion of investor selection procedures, striving to complete preparations for construction commencement before September 2, 2025.

For the golf course project and projects at the Dak Doa Complex, the Department of Finance shall preside over and coordinate with the Department of Agriculture and Environment, the Department of Construction, and the People's Committee of Dak Doa commune to fully implement the tasks assigned by the Provincial People's Committee and, based on the opinions of the Government, the Prime Minister, and the Central Ministries and branches, focus on removing obstacles related to the projects after the conclusion of inspections and examinations nationwide to speed up the completion of the remediation in accordance with regulations.

According to the Department of Finance of Gia Lai province, from the beginning of 2006 to June 30, 2025, in Gia Lai province (old), there were 474 non-budget investment projects and public investment projects approved in principle with a total registered capital of more than 123,554 billion VND. In particular, the projects focus on housing, trade, services; technical infrastructure of industrial clusters; energy projects, processing industry and agriculture.
The Chairman of Gia Lai Provincial People's Committee has assigned the Department of Finance to coordinate with the Department of Agriculture and Environment and the People's Committees of communes and wards in the West of Gia Lai province to review all about 180 non-budget projects being implemented to classify them according to scale, feasibility, and ability to meet the investment progress of investors (land, construction, operation) on that basis, propose to handle projects that are behind schedule according to regulations.
