With the motto of being close to the people, for the people and serving the people better, after just over 1 month of operation, Yen Binh commune has received more than 40 complaints and petitions from the people, of which 33 petitions are eligible for processing, 8 petitions have duplicate content. Currently, 4/33 petitions have been resolved in accordance with the law, the rest have been classified and assigned to specialized departments for consideration and resolution.
To achieve this result, Mr. Nguyen Quoc Tu, Deputy Chief of Office of Yen Binh Commune said: "Right from the implementation of the 2-level local government model, the staff in charge of receiving and handling complaints and petitions of the commune were directly supported by the Provincial Inspectorate and guided on how to resolve arising issues. The commune assigned 2 office leaders and 1 specialist to be in charge of receiving citizens, ensuring that people's complaints are received promptly; the complaints and petitions are fully classified, clearly separating complaints, denunciations, complaints, petitions and petitions with multiple contents to be transferred to competent authorities for consideration and resolution in accordance with regulations".

With the attention and close direction of the commune's Party Committee and government as well as the support from the Inspectorate, all petitions, opinions, recommendations and reflections from citizens are received and resolved promptly. In particular, for matters related to land which are considered sensitive, the commune always assigns specialized staff with in-depth expertise to directly guide, explain and consider resolving them for the people right at the commune's Public Administration Service Center on all working days of the week. Therefore, all administrative procedures of the people here are carried out in accordance with the process, ensuring publicity and transparency.

Mr. Ha Van Cu, village 5, Yen Binh commune, Lao Cai province confided: “In the past, when we needed to resolve a matter, we had to go through many levels, which took a lot of time. However, since the implementation of the 2-level local government, all of our recommendations submitted to the commune level according to their authority have been resolved very quickly and promptly by the specialists and commune authorities, saving time and travel costs.”
In Bao Ai commune, thanks to the efforts of the Party Committee and authorities, and of each professional officer in receiving citizens, from the beginning of July until now, out of 30 citizens who came to submit petitions and complaints, more than 10 were resolved by the officers immediately upon receiving the citizens, the citizens did not have to submit the petitions back to the commune, and there were no prolonged petitions or petitions that went beyond the level.

Mr. Ta Quang Cong, Chairman of Bao Ai Commune People's Committee said: "The commune has made public all relevant phone numbers of officials and leaders of the commune People's Committee in the process of resolving and recommending various fields. Thereby, ensuring quick and effective implementation of contents related to resolving petitions, complaints and denunciations in the commune."
In addition to the achieved results, it is also necessary to frankly acknowledge that there are many initial difficulties in the work of receiving citizens, such as: the commune level has to handle a large volume of petitions, reflections, and recommendations, requiring cadres to have better professional qualifications, skills, and abilities to meet job requirements, and at the same time have sufficient material conditions and necessary equipment to perform their tasks effectively. In the face of these challenges, in addition to the support of the Provincial Inspectorate, cadres in charge of receiving citizens of communes and wards in the province are making every effort to improve their professional qualifications, meeting the requirements and tasks in the new situation.

Mr. Ha Duc Minh, Chief Inspector of Lao Cai province, added: “From July 1, 2025, after the merger, Lao Cai Inspectorate has paid great attention to training and coaching for specialized staff at the commune level. Along with inviting experts to train staff, the Provincial Inspectorate also sends qualified staff with in-depth professional experience to the grassroots level to support and guide staff on inspection work and handling of complaints and denunciations from citizens.”

Resolving complaints at the grassroots level is not only a task of State management but also a measure of people's trust. When the government listens, understands and acts promptly, each resolved case will be a brick in building great solidarity and social stability. At the same time, it increasingly affirms the effective operation of the 2-level local government model.
