The Party Executive Committee of the Ho Chi Minh City People's Committee agreed on the policy of using the city's budget to continue implementing metro project No. 2 (Ben Thanh - Tham Luong).

In addition, the Party Committee of the Ho Chi Minh City People's Committee also agreed to add the project to synchronously connect metro lines 1 and 2 at Ben Thanh station area to metro line 2 project.
The Urban Railway Management Board (investor) will preside over and coordinate with relevant departments and units to urgently complete the implementation plan for metro line 2 project.
The units will have a comprehensive impact assessment report on arising issues such as legal, financial, diplomatic...; research and supplement the EPC mechanism (project management by general contract of design - supply of technological equipment - construction - PV) into the urban railway development project according to conclusion No. 49 of the Politburo, and at the same time determine that metro line 2 must be a pilot project of policy mechanisms from the project.
The units also researched and supplemented policies to complete the implementation plan for metro line 2 project to ensure the proposed plan, and reported to the City People's Committee to submit to the Party Committee of the City People's Committee before November 28.
The City State Financial Investment Company shall preside over and coordinate with the Department of Finance and relevant units to research and advise the City People's Committee on appropriate capital mobilization methods to implement the Metro Line 2 project; submit to the City People's Committee before November 30.
The total investment of Metro Line No. 2 Ben Thanh - Tham Luong has been adjusted from 1.3 billion USD to 2.1 billion USD (equivalent to 26,000 billion VND to nearly 47,900 billion VND). Of which, ODA loans account for the majority with 37,487 billion VND.
The entire route is about 11km long, running through 6 districts (1, 3, 10, 12, Tan Binh, Tan Phu), including 9km underground, 9 underground stations and 1 elevated station.
Initially, metro line 2 was expected to be operational from 2026. However, due to many obstacles, Ho Chi Minh City has adjusted the completion time to 2030.
