NDO - On December 4, at the Government Headquarters, Prime Minister Pham Minh Chinh chaired a special Government meeting on law-making in November 2024 to discuss and give opinions on 6 proposals for law-making, including: Law amending and supplementing a number of articles of the Law on Organization of the Government; Law amending and supplementing a number of articles of the Law on Organization of Local Government; Law on Atomic Energy (amended); Law amending and supplementing a number of articles of the Law on Execution of Criminal Judgments; Law on Execution of Temporary Detention, Temporary Imprisonment and Prohibition from Leaving Place of Residence; Law amending and supplementing a number of articles of the Law on Economical and Efficient Use of Energy; and the draft Ordinance on Management and Protection of the Ho Chi Minh Mausoleum Relic Site.

Concluding the meeting, Prime Minister Pham Minh Chinh requested the Ministers to seriously absorb the opinions of the Government members and delegates, and complete the proposals, draft laws and ordinances according to regulations; the Ministry of Justice shall preside over and coordinate with relevant ministries and agencies to continue reviewing and detecting problems and inadequacies in the system of legal documents, propose amendments, supplements and remove "bottlenecks"; the Prime Minister requested the Deputy Prime Ministers in charge of their respective fields to pay attention and absorb the maximum opinions, continue to perfect and improve the quality of draft laws; assign the Government Office to preside over and coordinate with relevant ministries and branches to fully absorb the opinions, perfect and submit to the Government to issue the Resolution of the meeting for unified implementation.![]() |

Regarding the key tasks of institutional work in the coming time, the Prime Minister requested to continue summarizing practices to evaluate policies; concretizing and institutionalizing the Party's guidelines; discovering and removing bottlenecks and obstacles through practice to contribute to unlocking resources for national development. According to the Prime Minister, institutions, mechanisms and policies are the driving force and resources for development, therefore, it is necessary to change the mindset of law-making, both to manage and to open up, to mobilize resources for national development, especially in the coming period when we set a double-digit growth target.![]() |
