Identifying that the Party's inspection, supervision and discipline work has a particularly important position and role in Party building work, in recent times, the Standing Committee of the Provincial Party Committee of the Provincial State Agencies and Enterprises Bloc and Party committees, Party organizations and inspection committees at two levels have focused on synchronously and comprehensively implementing this task.

The Provincial Party Committee of State Agencies and Enterprises is the direct superior of 94 grassroots party organizations, including 60 party committees and 34 grassroots party cells with more than 7,600 party members.

Grassroots party organizations operate in eight different types, including: grassroots party organizations in administrative agencies, public service units, press agencies, mass organizations, enterprises with more than 50% state capital, enterprises with less than 50% state capital, joint stock enterprises, private enterprises and in enterprises with foreign capital.

Conference to review the work of inspection, supervision and Party discipline in the first 6 months of the year; deploy directions and tasks for the last 6 months of 2023 (afternoon of June 30).

Over the past time, the Standing Committee of the Party Committee of the Bloc and Party committees, Party organizations, and inspection committees at two levels have focused on leading, directing, and synchronously and comprehensively implementing the tasks of inspection, supervision, and enforcement of Party discipline according to the provisions of the Party Charter.

After the Party Congress for the 2020-2025 term, Party committees, Party organizations, and inspection committees at all levels promptly developed annual and full-term inspection and supervision programs and seriously implemented the proposed programs and plans.

The new point in the leadership and direction is that the superior inspection committee directly reviews and evaluates the inspection and supervision programs of the Party Committee and the lower-level inspection committee before promulgating them. As a result, the inspection and supervision content has a focus and key points, focusing on the implementation of the Party's resolutions and directives; studying and following Ho Chi Minh's ideology, morality and lifestyle; implementing regulations on exemplary responsibility of cadres and Party members; preventing corruption and negativity; implementing working regulations, the principle of democratic centralism and grassroots democracy regulations; organizing Party activities and improving the quality of Party cell activities...

To improve the quality and effectiveness of the Party's inspection, supervision and discipline enforcement work, the Standing Committee of the Party Committee of the Bloc has signed and effectively implemented the coordination regulations with the advisory and support departments of the Provincial Party Committee; the coordination regulations with the Provincial Party Committee's Inspection Committee, the Department of Home Affairs, the Provincial Inspectorate, the Standing Committee of the Ha Tinh City Party Committee, etc.

Effectively implement the direction of the superior inspection committee to the subordinate inspection committee according to Regulation No. 195-QD/TW of the Secretariat and the working regulations of the inspection committees at all levels. Timely perfect the organizational structure, pay attention to building a team of inspection cadres at 2 levels of the Party Committee of the Bloc to ensure quantity and improve quality, basically trained and fostered in professional qualifications, political theory, good moral qualities, good lifestyle, regularly grasp the situation at the grassroots level to have a plan to advise and organize the effective implementation of inspection and supervision work.

Contents related to inspection and supervision work were discussed at the conference to introduce and disseminate the works of General Secretary Nguyen Phu Trong and to train in Party building work in 2023 (June 23).

In recent years, the Party Committee of the Bloc and Party committees at all levels have paid attention to the work of propaganda, dissemination, dissemination, and professional training on Party inspection, supervision, and discipline. The awareness of Party committees, heads of Party committees, and inspection committees at all levels about Party inspection, supervision, and discipline enforcement has been gradually raised. Constantly innovating, improving the effectiveness and efficiency of work, advising Party committees to lead, direct, and organize inspection and supervision, while comprehensively implementing tasks according to the Party Charter with the motto "supervision must be expanded, inspection must be focused and key; in which, prevention and "construction" are the main tasks.

Strengthen regular supervision, focusing on areas where there are signs of internal disunity and public concern; enhance proactiveness to promptly remind, warn, prevent, and stop violations early and from afar, not allowing shortcomings to become violations, and small violations to become major violations. The quality and effectiveness of inspection and supervision work have clearly changed, the number of organizations and party members inspected and supervised (including inspections when there are signs of violations by the Party Inspection Committee of the Bloc and the grassroots) has increased, and the documentation process is guaranteed.

Since the beginning of the 2020-2025 term, Party committees and Party organizations at all levels of the Bloc Party Committee have inspected and supervised 297 Party organizations and 451 Party members. Inspection Commissions at all levels have inspected 258 lower-level Party organizations and 17 Party members; supervised 123 Party organizations and 169 Party members who are heads of Party committees. The consideration and settlement of complaints and denunciations against Party organizations and Party members have been carried out promptly and thoroughly.

The implementation of discipline by party organizations and party members is carried out quite seriously; the implementation of discipline by party organizations and party members is carried out promptly, in accordance with regulations, ensuring fairness, accuracy, "understanding and reason", strictness but very humaneness with the aim of helping party organizations and party members who violate the law to realize their shortcomings and violations, voluntarily overcome them, and make more progress.

These results have contributed to helping the Party Committee lead and direct the strict implementation of the principle of democratic centralism and working regulations; fight to prevent and repel the degradation of political ideology, ethics, lifestyle, manifestations of "self-evolution, self-transformation" within the Party and fight against corruption, waste and negativity; strengthen Party discipline and order, improve the spirit, attitude and responsibility of cadres and Party members in performing assigned tasks; create high solidarity and unity, improve the leadership capacity and fighting strength of Party organizations and Party members in the Party Committee of the Bloc; contribute to the successful implementation of the resolutions set forth by Party Congresses at all levels.

However, in addition to the achieved results, the implementation of the tasks of inspection, supervision and Party discipline by Party committees, Party organizations and inspection committees at 2 levels in the Party Committee of the Bloc still has some shortcomings and limitations: Some Party committees and heads have not really paid due attention to the work of inspection and supervision, and there is a situation where Party committees in some places entrust the task of inspection and supervision to the inspection committees at their level, not seeing that it is the job of the Party committees and heads of Party committees in leading, directing and organizing the implementation of inspection and supervision tasks; the implementation of the inspection and supervision program by some Party committees, Party organizations and grassroots inspection committees is still slow and of limited quality; the process, procedures and records after inspections and supervisions are not kept in accordance with regulations.

Party committees and grassroots inspection committees have not paid attention to grasping and implementing inspections when there are signs of violations against party organizations and party members. Some party committees and party organizations have been slow to discipline party members who have violated the law or have just disciplined party members but have not directed the review and handling of administrative discipline. The coordination between party committees and inspection committees at all levels with functional agencies in performing the Party's inspection, supervision and disciplinary tasks has not been regular...

Chairing the conference to review the work of inspection, supervision and Party discipline in the first 6 months of the year; deploying directions and tasks for the last 6 months of 2023

To continue to innovate and further improve the quality and effectiveness of the Party's inspection, supervision and discipline enforcement work, in the coming time, the Party committees, Party organizations, and two-level inspection committees of the Party Committee of the Bloc will focus on implementing the following key tasks:

Firstly, continue to effectively carry out propaganda work, thoroughly grasp and seriously implement resolutions, directives, regulations and guidelines of the Central and the province on inspection, supervision and discipline work of the Party, creating a strong change in awareness and political determination in the entire Party Committee of the Bloc on inspection, supervision and discipline work of the Party.

Effectively implement Conclusion No. 34-KL/TW of the Politburo on the Strategy of Party inspection and supervision work until 2030, Directive No. 23-CT/TU of the Provincial Party Standing Committee on continuing to innovate, improve the effectiveness and efficiency of Party inspection, supervision and discipline work. Strengthen innovation in the leadership and direction of Party committees and organizations, especially the heads of Party committees and organizations, in the task of inspection and supervision, focusing on innovating the program, content, form and method of inspection and supervision to improve quality and efficiency.

Second, closely following the entire course program, the direction of the Party Committee and the superior inspection committee, the requirements of political tasks, the Party building work of the Party Committee of the Bloc and agencies, units, enterprises, Party Committees, Party organizations, and inspection committees from the Party Committee of the Bloc to the grassroots level, proactively develop and implement well the annual inspection and supervision program, with the motto "Sure content, right objects, and amount of time".

Strengthen inspection and supervision of Party committees, Party organizations, and Party members who are heads of Party committees in implementing Party resolutions and directives; compliance with the principle of democratic centralism and working regulations; focusing on inspection and supervision of the implementation of Resolution 4 of the Central Committee (term XII), Conclusion No. 21-KL/TW of the Central Executive Committee on Party building and rectification and the political system, Conclusion No. 01-KL/TW of the Politburo on continuing to implement Directive No. 05-CT/TW on "Promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle", regulations on exemplary responsibility of cadres and Party members...

Third, inspection committees at all levels actively advise and assist Party committees, and proactively and comprehensively perform tasks according to the Party Charter; focus on inspecting Party organizations and Party members when there are signs of violations; strengthen the implementation of supervision tasks to prevent violations; promptly and properly resolve denunciations and complaints; handle and advise on and propose strict and consistent Party disciplinary action against violating Party organizations and Party members.

Fourth, continue to effectively implement the coordination regulations with relevant agencies; strengthen the direction and guidance of the superior inspection committee for the subordinate inspection committee in the spirit of Regulation No. 195-QD/TW of the Secretariat and the working regulations of the inspection committees at all levels. Deploy the application of information technology and digital transformation in the work of inspection, supervision and enforcement of Party discipline.

Fifth, regularly take care of and improve the organizational structure, build a team of two-level inspection cadres of the Party Committee of the Bloc to ensure quantity, improve quality, have political qualities, prestige, courage, ethics, clean and healthy lifestyle; cadres doing inspection work must constantly improve their working capacity, professional qualifications, and promote a sense of responsibility to meet the requirements of assigned tasks.
