Promote the function of social supervision and criticism

Standing Vice Chairman of the Provincial Vietnam Fatherland Front Committee Nguyen Phi Hung said that in order to effectively carry out the three key and breakthrough tasks of the 2024-2029 term, the Provincial Front will identify and select creative solutions and approaches to implement.

Accordingly, with social supervision and criticism, we will continue to follow the motto of “specific, proactive, strict and quality”. The Provincial Front will choose very specific supervision contents, closely linked to local political tasks.

This will focus on monitoring the activities of state agencies, specifically the responsibility to respond to and resolve voters' and people's petitions; the responsibility to implement the conclusions of Party committees and authorities in citizen reception work.

Focus on monitoring administrative judgments that have come into legal effect. This is one of the contents directly related to the rights of the people. If done well, the Front will demonstrate its role of representing and protecting the legitimate rights and interests of union members, association members and the people.

Regarding criticism, the Provincial Front proactively selects to criticize the province's draft projects and plans related to land use and the implementation of key projects in the coming time, especially in connection with the implementation of the Quang Nam Provincial Planning for the period 2021 - 2030 and vision 2050. A heavy task that needs to be focused on is to monitor the contents related to the 2024 Land Law.

In addition to the content and objects of supervision, the Provincial Front also clearly identifies effective methods and methods as prescribed in Directive No. 37 dated January 18, 2023 of the Standing Committee of the Quang Nam Provincial Party Committee on promoting the role, improving the quality and effectiveness of supervision and social criticism of the Vietnam Fatherland Front and socio-political organizations in the province.

Regarding the mechanism for receiving, responsibility for coordination, and sanctions for organizations, agencies, and units that do not receive, or receive but do not respond, or do not completely respond to the recommendations of the Front, the Provincial Party Committee has assigned the Provincial People's Council and People's Committee to study, review, and issue new legal documents to regulate the above issues.

The Provincial Front will continue to promote the effectiveness of the form of organizing a monitoring delegation. Depending on the content and the subject of monitoring, the composition of the delegation will be determined. It is necessary to mobilize and promote all advisory councils, and especially experts, people with practical experience, management experience in the field that the Front monitors and criticizes to invite participation.

Regarding supervision, the role of specialized cadres, especially the leaders of the Provincial Front, will continue to be promoted to deploy, monitor, urge, and make specific and practical recommendations for agencies, organizations and units to respond appropriately.

Focus on mobilizing resources to eliminate temporary housing

Mr. Nguyen Phi Hung said that for the 2024 - 2029 term, the Provincial Front has proposed 6 action programs. Among them, there is a new content, which is program number 6 on "Focusing on building self-governing, united, prosperous and happy residential areas". This is also one of the 3 key and breakthrough tasks of the upcoming term, identified by the Provincial Front.

Although it is a new content under the direction of the Central Government, in fact, the self-managed residential area model has been formed and developed in Quang Nam for a long time. Accordingly, the Provincial Front will select two types as a pilot model, one is residential area in rural areas associated with the construction of a model new rural residential area. Currently, this model is being piloted by the Provincial Front in Linh Cang Residential Area (Binh Phu Commune, Thang Binh).

The second type is urban residential areas associated with civilized urban construction. The Provincial Front has piloted this model in Long Xuyen 2 residential block (Nam Phuoc town, Duy Xuyen). From these two pilot models, the Provincial Front will focus on directing, guiding, and supporting localities to successfully build a self-governing, united, prosperous, and happy residential area model in the province.

The third key and very important task of the 2024 - 2029 term is to focus on mobilizing resources to support the elimination of temporary and dilapidated houses in the province.

This is an extremely heavy task that the Party Committee, government and people of Quang Nam are determined to carry out from now until 2025. To complete the elimination of more than 10,400 temporary houses, in addition to the provincial budget, the mobilization and mobilization of social resources is very large.

With the responsibility of the Standing Agency of the Provincial Steering Committee for the Elimination of Temporary and Dilapidated Houses, the Fatherland Front at all levels will focus on propaganda and mobilization to arouse the spirit of solidarity and mutual love among all people, the business community, ethnic groups, religions, overseas Vietnamese, etc.

In particular, through the local compatriots' councils, the Provincial Front calls on the spirit, sentiment and responsibility of people far from home to turn towards their homeland, focusing on helping poor households, near-poor households and households with difficult housing circumstances.

Propaganda and mobilization to raise awareness of every citizen in the province, from civil servants, party members, and officials at all levels, demonstrating a spirit of community responsibility for the province's social issues.

From there, encourage and call for the spirit of solidarity and sharing of everyone for the homeland; to combine with the budget to focus on eliminating temporary houses for people".
