Anti-dumping investigation on ceramic tiles and porcelain tiles from India

(Chinhphu.vn) - On the morning of August 21, the Department of Trade Defense (Ministry of Industry and Trade) announced that the Ministry has just issued Decision No. 2333 dated August 18, 2025 on investigating and applying anti-dumping measures on some ceramic and porcelain tiles originating from the Republic of India.

The above products are classified under HS codes 6907.21.21; 6907.21.22; 6907.21.23; 6907.21.24; 6907.21.91; 6907.21.92; 6907.21.93; 6907.21.94 (case code: AD23).

The investigation decision was issued based on the appraisal results according to the provisions of the law on trade defense for the Dossier requesting investigation to apply anti-dumping measures fully and validly submitted on July 2, 2025 by enterprises representing the domestic manufacturing industry including 9 companies: VITTO Group Joint Stock Company, A My Industrial Joint Stock Company, Thang Cuong Joint Stock Company, Thien Hoang Technical and Commercial Joint Stock Company, Vigalcera Tien Son Joint Stock Company, TASA Group Joint Stock Company, Prime Tien Phong Joint Stock Company, CTH Ceramics Joint Stock Company and HERA Industrial Joint Stock Company.

The domestic industry has accused ceramic and porcelain tile products originating from the Republic of India of being dumped into the Vietnamese market, causing significant damage to the domestic industry.

Pursuant to the provisions of Decree 86/2025/ND-CP dated April 11, 2025 of the Government detailing a number of articles of the Law on Foreign Trade Management on trade defense measures, after initiating the investigation, the Ministry of Industry and Trade will send a sample questionnaire to relevant parties. In cases where there are many foreign manufacturers and exporters from the same country or territory or there are a large number of types of goods subject to anti-dumping measures, the Ministry of Industry and Trade may limit the scope of the investigation by using the sample method.

If necessary, based on the results of the preliminary investigation, the Ministry of Industry and Trade may apply temporary anti-dumping measures to prevent dumping from continuing to cause significant damage to the domestic manufacturing industry.

The Ministry will conduct an investigation and re-verification of the information provided by the relevant parties before completing the official investigation conclusion on the case. At the same time, it will organize a public consultation so that the relevant parties can directly exchange, provide information, and express their views on the case before making a final conclusion on the case.

The Ministry of Industry and Trade recommends that all organizations and individuals currently importing, exporting, distributing, trading, and using investigated goods register as related parties and provide necessary information to the Ministry of Industry and Trade to ensure their rights and interests in accordance with the law.
