A representative of the Traffic Police Department confirmed that at intersections or crossroads where the traffic lights are malfunctioning, the police will not impose fines.
On the afternoon of January 3, Lieutenant Colonel Ta Thi Hong Minh, Deputy Head of the Department of Traffic Accident Investigation and Resolution, Traffic Police Department, further explained the situation of traffic lights suddenly changing color or changing color before the countdown time has ended, or the countdown time has ended but the light has not changed, leading to people unintentionally violating traffic laws.
Traffic police will record videos as a basis for punishing traffic violators.
According to Lieutenant Colonel Ta Thi Hong Minh, the cause of the above situation is that some traffic lights are of the old generation and must be controlled manually, so there is a delay in adjusting the light cycle during the day.
Specifically, a traffic light will cycle from peak to off-peak hours or vice versa.
To overcome this situation, the Traffic Police Department has issued a document directing local police to coordinate with relevant agencies to review and repair traffic lights, and at the same time recommend that traffic light operators and managers promptly upgrade old lights.
A representative of the Traffic Police Department also confirmed that at intersections where there is a "jumping light" phenomenon, the police will not impose fines.
"People can rest assured that they will not be wrongly fined by traffic police in these cases," emphasized Lieutenant Colonel Minh.
In addition, when making a record of a fine for a certain case, the force in charge of traffic lights will coordinate with the traffic police at the checkpoint, extract the camera, images of their violations, and let them directly see the progress of the violation and the traffic light signals at that time.
For cold fines, traffic police will let violators review the clip of the entire red light violation before writing up a ticket, ensuring that people are "convinced" and avoid being wrongly fined.
In the early days of 2025, people's awareness of obeying traffic laws has improved.
Previously, Decree 168/2024 of the Government on administrative sanctions for violations of traffic order and safety in the field of road traffic; deduction of points, restoration of driving license points officially took effect from January 1, 2025.
The above Decree stipulates that the fine for not complying with traffic lights is 4-6 million VND for motorbike drivers and 18-20 million VND for car drivers.
