SPLIT Tran Dai Nghia High School for the Gifted into Two Schools
According to the Department of Education and Training, based on the legal basis, practice and current status of organization and operation of Tran Dai Nghia High School for the Gifted, with its strength being training junior high school students to participate in the English enhancement program, while still maintaining its attractiveness in recruiting students into specialized classes at high school level; helping to promote the school's strengths in nurturing excellent students and comprehensive education; limiting the social impact when the school is divided, the Department recommends that the Chairman of the Ho Chi Minh City People's Committee consider and approve the policy of reorganizing Tran Dai Nghia School.
Students take a test to enter grade 6 at Tran Dai Nghia High School for the Gifted. Ho Chi Minh City proposes to divide this school into two schools.
Specifically, maintain and continue to organize the activities of Tran Dai Nghia Specialized High School, at the same time arrange and consolidate the separation of the secondary school block of Tran Dai Nghia Specialized High School and enroll non-specialized high school classes to form Tran Dai Nghia Secondary - High School with its own legal status under the Department according to the type of school prescribed by the Ministry of Education and Training in Circular 32.
After separation, the schools are called Tran Dai Nghia Specialized High School, a public school belonging to the specialized school system; and Tran Dai Nghia Secondary - High School, a public school belonging to the general school system with many levels. Both schools are invested by the state, ensuring operating conditions and representing the owner; both are public service units that partially self-insure regular expenses.
ADMISSION AND TRAINING PROGRAM
The Department of Education and Training also built a roadmap for enrollment and training of Tran Dai Nghia High School for the Gifted in two phases, in which phase 1 (from the 2024-2025 school year to the 2026-2027 school year): enrolling and training students in specialized classes; continuing to train students in non-specialized classes that have been enrolled and organized in specialized high schools until they finish grade 12 according to regulations. Phase 2 (from the 2026-2027 school year onwards), the school enrolls and trains 100% of specialized class students.
The enrollment and training roadmap of Tran Dai Nghia Secondary and High School from the time of establishment (school year 2024 - 2025) onwards will continue to train secondary school students of Tran Dai Nghia Specialized High School; enroll and train secondary and high school students.
P HUMAN RESOURCES PLAN
Regarding personnel, the Department of Education and Training has developed a plan. At the beginning of the 2024-2025 school year, the principal and 3 vice principals, teachers and staff of Tran Dai Nghia High School for the Gifted will be responsible for organizing the activities of Tran Dai Nghia Secondary and High School.
During the 2024-2025 school year to the end of the 2026-2027 school year, appoint a new principal and 1 vice principal; transfer 1 vice principal from Tran Dai Nghia High School for the Gifted to Tran Dai Nghia Secondary and High School to ensure the number of vice principals according to regulations. Continue to use the existing teaching staff of Tran Dai Nghia High School for the Gifted (inter-school teaching staff) to maintain the training quality for Tran Dai Nghia Secondary and High School. Review and rearrange the staff of Tran Dai Nghia High School for the Gifted to transfer redundant cases and recruit new staff for Tran Dai Nghia Secondary and High School but still ensure that the number of assigned employees is not increased.
From the 2027-2028 school year onwards, calculate and divide the teaching staff of Tran Dai Nghia High School for the Gifted to Tran Dai Nghia Secondary and High School so that both schools basically meet the quota of the number of employees and ensure that the number of employees assigned is not increased.
According to the enrollment plan for the first level of Ho Chi Minh City announced yesterday afternoon, enrollment for grade 6 will be conducted in the form of a capacity assessment survey at secondary schools implementing the high-quality program "advanced schools, international integration", schools with more students registering for grade 6 than enrollment quota.
IS SCHOOL SEPARATION DISRUPTIVE?
The leaders of the Department of Education and Training said that after its establishment, Tran Dai Nghia Secondary and High School will continue to implement the secondary and high school programs and other models, meeting the needs and aspirations of students and their parents in enjoying the school's educational quality.
This plan does not cause major changes in the arrangement, organization, structure, personnel, organization and implementation of the educational program and continues to exploit the school's strengths in training secondary school students.
Mr. Nguyen Van Ngai, former Deputy Director of the Department of Education and Training of Ho Chi Minh City, expressed his agreement and said that this is a suitable plan, causing the least disruption possible in the context of having to strictly implement the Law on Education and the regulations of specialized high schools. "Given the specific situation, the Department of Education and Training has developed a plan to separate the two schools according to the above model, both maintaining the specialized system and promoting the positive training results that Tran Dai Nghia High School for the Gifted has achieved well in the past. In particular, the plan is accompanied by a roadmap for personnel, a training roadmap for students currently studying and in the following years, showing that the Department has carefully calculated and considered it appropriately. Of course, any change will cause disruption, but this step by Tran Dai Nghia School is the step with the least disruption possible," said Mr. Ngai.
Mr. Cao Huy Thao, former Principal of Vietnam Australia International School (SIC), also commented that the plan to split Tran Dai Nghia High School for the Gifted into two schools is reasonable and satisfactory. The construction plan demonstrates respect for the law and regulations of the state and meets the needs of people who want their children to study at Tran Dai Nghia School.
According to Mr. Thao, after its establishment, Tran Dai Nghia Secondary and High School can implement some different contents and methods compared to specialized schools. As for Tran Dai Nghia Specialized High School, teachers and students still enjoy specialized school policies as before.
Mr. Cao Duc Khoa, Principal of Huynh Khuong Ninh Secondary School (District 1), also said that the reorganization based on the arrangement and consolidation of Tran Dai Nghia Specialized High School not only ensures compliance with current legal regulations but also is based on practicality to ensure feasibility, flexibility, and adaptability to maintain and improve the quality of training and maintain the brand of Tran Dai Nghia School is extremely necessary.
Announcing the plan for primary school admission
On the afternoon of March 18, the Ho Chi Minh City People's Committee issued the enrollment plan for the 2024-2025 school year.

In the 2024-2025 school year, Ho Chi Minh City will conduct 10th grade admission exams for only junior high school graduates in Thanh An island commune, Can Gio district. Students in the remaining areas will conduct entrance exams with their registered wishes.
