Has directed strongly to promote disbursement of public investment capital
At the working session on the afternoon of May 20, Chairman of the National Assembly's Finance and Budget Committee Le Quang Manh presented a report on the verification of the results of practicing thrift and fighting waste in 2023.
Accordingly, the National Assembly Committee basically agrees with the Government's report. In 2023, the Government, the Prime Minister, ministries, branches and localities, within their authority, will issue many solutions to implement fiscal policies, exempt, reduce and extend taxes, fees, charges and budget revenues; promote disbursement of public investment capital, support people and businesses to restore production and business; restructure credit institutions associated with bad debt handling; rearrange the organization, state administrative apparatus and public service units.
The savings result reported by the Government is VND 83,087 billion, higher than in 2022 (reaching VND 53,887 billion). The Government has had many solutions and drastic directions to promote the disbursement of public investment capital; the management and use of public assets are basically strict and economical from the investment, procurement to exploitation and use stages. The national database on public assets continues to be updated and initially operated effectively.
The TCNS Committee also assessed that the work of handling slow-progressing and ineffective projects and enterprises continued to achieve certain positive results. Some projects and enterprises made profits, reduced accumulated losses, contributed to the State Budget, reduced medium- and long-term debt, maintained jobs, and ensured the lives of workers...
In addition to the above positive results, the Committee for Science and Technology believes that the practice of thrift and anti-waste still reveals some shortcomings and limitations such as: some ministries and branches have not properly implemented the legislative plan, there is still a situation of slow implementation of laws and ordinances; the situation of slow issuance of detailed regulations and instructions for the implementation of laws and ordinances continues to occur; some regulations on investment and financial mechanisms in science and technology activities are unclear, no longer suitable to reality but are slow to be amended.
In addition, the slow budget allocation, especially the allocation of revenue increase sources and savings in the central budget in 2022, will not be implemented until near the end of the year. The large amount of transferred funds is still being overcome slowly, causing waste and reducing the efficiency of capital use. The progress of disbursement of public investment capital in some ministries, branches and localities is slow.
The implementation of the 3 National Target Programs continues to be slow, reducing the efficiency of investment capital use, greatly affecting the objectives of the programs; the disbursement rate of central budget capital - especially public service funding - is low. In the implementation of Resolution No. 43/2022/QH15 of the National Assembly, some targets have not been met; by January 31, 2024, the disbursement rate of investment capital of the Program has only reached 77,390 billion VND/130.5 trillion VND, equivalent to about 59% of the capital plan.
Inspect and strictly handle violations in bidding for public investment projects.
Based on the achievements as well as the shortcomings and limitations mentioned above, the Economic and Personnel Committee recommends that the Government pay attention to directing the implementation of focusing on resolving voters' recommendations on tightening discipline, raising awareness and responsibility of agencies, organizations, Party committees, authorities, cadres and Party members in implementing the Party's policies and the State's laws on practicing thrift and combating waste.
There are solutions to overcome shortcomings and limitations in the implementation of the 3 National Target Programs and public investment projects; speed up the progress to soon put into use important national works and projects, contributing to promoting growth and economic recovery. Strengthen inspection and strictly handle violations in bidding, implementation of public investment projects, National Target Programs, procurement of goods, equipment and materials.
Promote the rearrangement of housing and land facilities; approve business plans and business partnerships of agencies, organizations and enterprises to avoid waste, loss and risk of corruption; continue to complete the national database on land, public assets, labor, etc. Strictly manage and have plans to handle the waste of land resources, offices, public housing, and public welfare works in some localities.
Resolve difficulties in implementing the autonomy mechanism of public service units - especially the autonomy mechanism in the fields of health, education, science and technology. Research and find solutions to perfect the policy mechanism for equitization, divestment, and restructuring of state-owned enterprises; continue to cut and simplify administrative procedures and business regulations, promptly remove difficulties in standards and economic and technical norms that are not really suitable.
At the same time, there are effective solutions to increase the efficiency of thrift practice and combat waste in production and business of enterprises and people through stabilizing the monetary and credit markets and reasonably managing exchange rates and interest rates.
