"Super app" with a series of utilities
According to statistics from the Department of Administrative Police for Social Order (C06 - Ministry of Public Security), to date, the unit has received and approved over 52 million applications for electronic identification (VNeID).
The number of VNeID accounts granted above, according to the assessment of Department C06, has exceeded the set plan and this unit is continuing to speed up the process of supporting people to activate their accounts to enjoy the benefits that this application brings.
After a year of operation, VNeID has truly made new strides in handling administrative documents and procedures. In particular, with the activation of level 2 accounts, it has almost replaced the chip-embedded citizen identification card and many other types of documents such as driver's licenses, health insurance cards, etc.
Specifically, after integration, the information displayed on the health insurance card on the VNeID application is authenticated and retrieved from the Vietnam health insurance database. This will serve the authorities and citizens when using it for medical examination and treatment and insurance payment without having to present a traditional health insurance card.
For vehicle registration information, driver's license, information displaying driver's license classes, vehicle registration on VNeID is connected, authenticated with the transport database. Therefore, people and authorities can use it when performing procedures related to inspection, control, and handling of road traffic violations.
Similarly, with the use of VNeID, users can make residence notifications anytime, anywhere, without having to contact the police.
According to the Ministry of Public Security, the launch of the VNeID application has brought convenience in handling online public services such as: residence notification, permanent and temporary residence registration, temporary absence declaration... will automatically fill in information on registration forms without having to declare or fill in information multiple times, helping to save a lot of time and costs for declaration forms, reducing many procedural steps that need to be resolved.
In addition, features such as paper wallet, residence notification, and crime reporting help citizens replace chip-embedded ID cards and other registered documents displayed on the VNeID application.
Thus, when people conduct administrative transactions, they will minimize the number of documents they have to carry, and perform financial transactions such as: paying electricity and water bills, paying social insurance and health insurance, and transferring money.
The Ministry of Transport is one of the pioneers in using VNeID when allowing passengers to check in at the airport for domestic flights, from August 2, 2023.
According to the Civil Aviation Authority of Vietnam, a VNeID account is equivalent to a citizen identification card. Although the implementation process still faces some difficulties, this is considered a signal that the VNeID application is proving effective in practice.
Previously, many other ministries and sectors such as the Ministry of Labor, War Invalids and Social Affairs, Vietnam Social Security and many localities actively implemented Project 06, including promoting the application of electronic authentication.
In localities, Ha Nam is the national leader in activating VNeID accounts for people. With the activation of 562,491 electronic identification accounts (reaching 91.52%), the VNeID application has brought convenience in a number of fields.
For example, 118/118 medical facilities in the province use the VNeID application instead of health insurance cards. To date, more than 181,008 people have visited the hospital without having to present a paper health insurance card.
Continue to improve
During the implementation of VNeID, there have been many complaints from people about difficulties in use, data integration, and interrupted transmission lines... The representative of Department C06 - Ministry of Public Security said that they have grasped these issues and have had timely solutions.
According to the representative of C06, the Department has built a Q&A section on the electronic information portal and responded to people's feedback via the hotline.
The deployment of the VNeID application is an important content in the implementation of the Government's Project 06 on developing applications of population data, identification and electronic authentication to serve national digital transformation in the 2022-2025 period, with a vision to 2030.
According to General To Lam, Minister of Public Security, 2023 is the year of action, creating and exploiting data to create new values, focusing on digitization, construction, connection, and sharing data between ministries, branches, and localities; strengthening the protection of personal data; exploiting and using data to increasingly better serve people and businesses.
