Our country has 53 ethnic minorities with over 14.4 million people, accounting for about 14.6% of the country's population; there are 6 ethnic groups with a population of over 1 million people (Tay, Thai, Muong, Mong, Nung, Khmer), 15 ethnic groups with a population of less than 10,000 people, of which there are 5 ethnic groups with a population of less than 1,000 people: O Du, Brau, Ro Mam, Pu Peo and Si La.
Pursuant to the Resolution of the National Assembly, on October 14, 2021, the Prime Minister issued Decision No. 1719/QD-TTg approving the National Target Program on Socio -Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2030 period; Phase I from 2021 to 2025. The Program includes 10 projects, including 14 sub-projects; the total capital to implement the Program for the 2021-2025 period is about 137,665 billion VND. By August 2025, the total central budget capital allocated to implement the Program was 89,728 billion VND; by the end of 2024, 48,000 billion VND had been disbursed.
After 4 years of implementing the Program, the poverty reduction rate in ethnic minority areas reached an average of 3.4%, expected to reach 3.2% for the whole period; the average income of ethnic minorities reached an average of 43.4 million VND, an increase of 3.1 times compared to 2020, expected to reach 45.9 million VND by the end of the period, an increase of 3.3 times compared to 2020. The Program has supported residential land for 10,549 households; supported housing for 42,567 households, directly supported production land for 13,387 households, supported job conversion for 54,899 households; supported decentralized domestic water for 479,358 households; invested in the construction of 809 centralized domestic water works.
In the period of 2026 - 2030, the Program sets the following goals: The average income of ethnic minorities is equal to half of the national average; there are basically no more extremely difficult communes and villages; 70% of communes in ethnic minority and mountainous areas meet new rural standards; strive to have 80% of ethnic minority farming households engage in agricultural and forestry commodity economy...
At the conference, delegates from ministries, branches, central and local agencies, international organizations in Vietnam and representatives of ethnic minorities discussed to clarify the achieved results, analyze the causes of limitations and propose solutions to effectively implement the Program in the period 2026-2030.
In his concluding remarks at the conference, Prime Minister Pham Minh Chinh acknowledged and commended all levels and sectors in implementing the Program. However, the implementation of the Program is still fragmented, decentralization and delegation of power are not thorough, administrative procedures are still cumbersome, leaders of some localities and units are not really determined, the initiative, self-reliance and self-reliance of a part of the people are not high... The Prime Minister requested that in the coming time, ministries, sectors and localities need to have high determination, make great efforts and take drastic actions to successfully implement the Program for the period 2026 - 2030. The set goals must be practical, specific, feasible, easy to do, focused, easy to check, easy to monitor, easy to evaluate, with the consistent viewpoint of "leaving no one behind". In the 2026 - 2030 period, it is necessary to allocate resources from the state budget to increase by 10 - 15% compared to the 2021 - 2025 period; at the same time, flexibly mobilize other resources to implement the Program. At the same time, it is necessary to create a movement and trend for ethnic minorities and mountainous areas to be self-reliant, self-reliant, and rise out of poverty, gradually become well-off and become rich.
